Job Description
The Advanced Capabilities Department (N162) within the Integrated All-Domain Effects Division (N160) in MITRE's Air and Space Forces Center seeks a Project Leader (PL) for a large, technically diverse, and mission-focused project. The Advanced Capabilities Department focuses on developing and enabling capabilities to counter peer adversaries and enable the US to project power and operate within highly contested environments. This ~8.5 STE project supports one of N160's keystone sponsors as part of an integrated portfolio of high impact projects and has touchpoints across the DAF and DoD.
Roles and Responsibilities:
The Project Leader is responsible for all aspects of the project, which encompasses a large, complex work program with multiple stakeholders and objectives. The Project Leader will have opportunities to drive and contribute to major design, investment, and requirements decisions by the DAF in developing next-generation weapons systems and warfighter capabilities. Technical functions include leading, developing and executing test and evaluation activities in support of program milestones, conducting analyses of COTS, GOTS, and custom capabilities, providing objective technical guidance to shape and define program objectives and requirements, and building and leading multi-disciplinary project teams while simultaneously managing the competing equities of multiple government program managers. This position requires initiative, creative leadership, deep technical expertise in a relevant field and demonstrated Project Management experience, as well as embracing, embodying, and executing MITRE's cultural attributes of speed, adaptability, and risk-taking.
The Technical Project Leader directs all phases of a program or portfolio from inception through completion internally and/or externally. They draw upon technical knowledge in the fields of science or engineering, and a diverse amount of expertise in managing projects in a multi-disciplinary environment. They are responsible for the entire life cycle, including cost, schedule and technical performance, of the project. They establish milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications. They apply technical expertise to define and execute a project after contract acquisition is complete. This project requires hard science activities, including but not limited to software engineering, hardware design and prototyping, research and innovation, and modeling and simulation.
This is a full time position, located on Hanscom AFB.
Project Execution
- Completion of monthly highlights and project annual report
- Maintaining an accurate and complete staffing plan
- Collaborate with sponsor for developing documentation for work definition and STE requests
- Managing the equities of multiple stakeholders
Impact
- Provide direct technical contributions to the project
- Shape and define project tasks and workstreams to achieve greatest impact and meet sponsor outcomes
Technical Quality
- Execution/implementation of N160 Technical Quality norms and process
- Collaborate across MNS, MPS, and MITRE Labs to ensure the right staff are being applied
Project Strategy
- Continually work to shape the project to maximize impact given resource constraints
- Establish and document work objectives to "go beyond" the FY boundary and to have an "exit plan" or "maturity plan"
- Establish cross-project collaborations with shared outcomes and multi-stakeholder buy-in.
Staff Development
- Demonstrates and promotes MITRE's cultural attributes (speed, risk-taking, adaptability, collaboration, grace and respect)
- Provides technical leadership and mentorship across teams
- Providing regular feedback to staff and contribute to staff development
Minimum Qualifications:
- Bachelor's degree with 10 years of related experience; or Master's degree with 8 years of related experience; or PhD with 5 years of related experience; or equivalent combination of related education and work experience.
- Active Top Secret and ability to obtain and maintain an SAP clearance
- Strong technical background in at least one of the following areas: software engineering, automation, advanced sensor technologies, modeling and simulation, complex systems engineering, digital engineering, requirements engineering, integration, test and evaluation, aerospace engineering, system security engineering, electronic warfare.
Preferred Qualifications:
- An existing, active TS//SCI clearance, experience working on a Special Access Program
- Proven track record of making technical contributions including work shaping to meet sponsor needs.
- Experience with all aspects of project management, such as work shaping, staff planning and selection, recruiting, budgeting, and reporting
- Strong knowledge of the DoD and DAF sponsor missions, with experience working at senior levels across and within multiple organizations
- Superior sponsor engagement and communications skills and experience in sensitive, high-risk customer contexts
- Knowledge of MITRE's value proposition, organizational structure, and work programs
- Strong writing, editing, and interpersonal skills including demonstrated ability to articulate complex topics to sponsors and staff
