Company Description

Citizant is a leading provider of professional IT services to the U.S. government. We seek to address some of our country’s most pressing challenges in the areas of Agile application development, Enterprise Data Management, Enterprise Architecture, and Program Management support services – focusing on the U.S. Departments of Homeland Security and Treasury. We strive to hire only ethical, talented, passionate, and committed “A Players” who already align with the company’s core values: Drive, Excellence, Reputation, Responsibility, and a Better Future. No matter how large we grow, Citizant will retain its collaborative, supportive, small-company culture, where successful team effort to address external and internal customer challenges is valued above all individual contributions.

Job Description

We are seeking a highly skilled and experienced Project Manager with a minimum of 5 years of proven expertise in managing technical support projects, particularly in data policy and strategy. As part of our team supporting the Chief Data Officer (CDO), you will be pivotal in overseeing various initiatives, including Data Governance, Data Inventory Program (DIP), Data Architecture, and Ontology development.

Responsibilities:

  • The ideal candidate will have a strong data management background and a demonstrated ability to lead cross-functional teams toward successful project outcomes.

  • Lead the development and implementation of comprehensive data policies and strategies aligned with organizational objectives and regulatory requirements.

  • Collaborate with the Chief Data Officer and key stakeholders to ensure alignment and adherence to established guidelines.

  • Drive the establishment and maintenance of robust data governance frameworks, including defining roles and responsibilities, establishing data quality standards, and implementing monitoring mechanisms to ensure compliance.

  • Manage the execution of the Data Inventory Program, including defining inventory scope, coordinating data discovery efforts, and facilitating the documentation of metadata and data lineage information.

  • Oversee the design and implementation of data architecture solutions, ensuring alignment with business needs and scalability.

  • Lead the development of ontologies to standardize data definitions and enable interoperability across systems.

  • Develop project plans, timelines, and resource allocation strategies to ensure timely and successful project delivery.

  • Monitor project progress, identify potential risks and issues, and implement mitigation strategies as needed.

  • Establish effective communication channels with stakeholders at all levels of the organization to provide regular updates on project status, gather feedback, and address concerns.

  • Foster collaboration and consensus-building among cross-functional teams to drive project alignment and buy-in.

  • Implement quality assurance processes to ensure data management solutions' accuracy, completeness, and reliability.

  • Monitor project performance metrics and key performance indicators (KPIs) to track progress and identify areas for improvement.

  • Develop change management strategies to support adopting new data policies, processes, and technologies.

  • Provide training and support to end-users to facilitate smooth transitions and maximize the value of data management initiatives.

Qualifications

  • Minimum of 5 years of experience in project management, with a focus on data management or technical support projects.
  • Proven expertise in developing and implementing data policies, governance frameworks, and data inventory programs.

  • Strong understanding of data architecture principles, including data modeling, schema design, and metadata management.

  • Experience with ontology development and knowledge representation techniques preferred.

  • Excellent communication and interpersonal skills, with the ability to effectively engage and influence stakeholders at all levels of the organization.

  • Strong analytical and problem-solving abilities, with a keen attention to detail and a focus on delivering high-quality results.

Education:

  • Bachelor's degree in Computer Science, Information Systems, or related field; Master's degree preferred.
  • Project management certification (e.g., PMP) is preferred.

Clearance requirement:

  • Active Public Trust or the ability to obtain one.
  • US Citizenship is required.
