Job Description

J.Lodge, a Cognosante company, is seeking an experienced Project Manager with a strong track record of delivering high caliber results with high client satisfaction. The successful candidate must be energetic, communicative, intelligent, passionate, and motivated. This role will be a part of supporting Maryland's Transit Administration's (MTA) MobilityLink program, which is a shared-ride, door-to-door transportation service for people who are unable to use fixed-route public transit due to disability. The position is fast paced on a complex, high priority project requiring both hard and soft skills and focused dedication.

The ideal candidate will have the ability to influence and build strong relationships across multiple teams and with MTA. Candidates must be comfortable working with junior to senior team members and multiple levels of managers and executives within J.Lodge, MTA, and our partners. The candidate must be an effective communicator and collaborator, and a mature and empathetic employee. This role requires a passion and commitment to supporting MTA in meeting the needs of Maryland's disabled community and their families.

Key Responsibilities:

  • Be an advocate for our MTA customer stakeholders and the ultimate beneficiaries of our solution - customers of MobilityLink
  • Provide management oversight for employees and sub-contractors
  • Determine appropriate workload for employees and develop their skills in alignment with their career goals and J.Lodge future needs
  • Closely monitor and manage team members across the program to align with staffing plans, schedule, cost constraints and goals
  • Plan, monitor, and control the development tasks outlined in the contract and statement of work
  • Assist with the development and maintenance of a comprehensive project management plan, Integrated Master Schedule, and resource allocations, and ensure program-level deadlines are met
  • Collaborate with project leadership and client stake holders to deliver the project on time, with high quality, and in alignment with the customer's expectations
  • Ensure targets for contractual performance metrics/SLAs are met or exceeded, and provide analysis and communication to ensure appropriate focus on critical attention areas
  • Anticipate project challenges and technical risk scenarios
  • Identify and execute on opportunities for process improvements
  • Escalate key issues and recommend solutions to project and client leadership
  • Serve as a subject matter expert to ensure successful implementation of all the project's solutions
  • Understand and comply with Cognosante's COMPASS Project Management methodologies
  • Ensure compliance with client-driven management and development methodologies and/or standards
  • Develop and deliver internal and client-facing program reviews, status reports, performance reports and other communications
  • Work with MTA and Cognosante security leaders to ensure security compliance of the product and project, including supporting evidence, controls, and auditing
  • Interact effectively and professionally with clients, stakeholders, partners, sub-contractors, and vendors recognizing you will be the face of Cognosante in many conversations
  • Other duties as assigned by project leadership

Required Qualifications:

  • Bachelor's Degree in Accounting, Business Administration, Information Technology, Public Policy, Statistics, or Transportation Planning or five (5) years of Public Transit Management experience
  • Minimum three (3) years of management experience on large contracts of a highly technical nature (in addition to the 5 years mentioned above)
  • Well versed in strategic planning, business processes, structure and management practices
  • Able to identify and mitigate risks to the program, manage to cost, schedule and performance

Additional Minimum Qualifications:

  • PMP Certified or experience applying PMI PMBoK and other project management methodology and artifacts to manage projects and programs. (PMP can be obtained within 6 months of starting work)
  • Strong ability to foster collaborative work in dynamic team environment
  • Ability to demonstrate solution features to stakeholders, share knowledge, and provide tool and process guidance
  • Able to manage multiple competing deadlines
  • Passionate and motivated self-starter that excels in a dynamic, fast-paced environment requiring only limited supervision
  • A team player and a consistent, dependable performer, with an excellent work ethic, flexible "can-do" attitude, and a results-driven commitment to success
  • Must have excellent written and verbal communication, skills
  • Strong prioritization skills, for both individual and teamwork
  • Strong organizational skills and the ability to multi-task, with strong delegation and follow through
  • Strong creative, analytical, customer service, problem solving, and trouble-shooting skills
  • Proficiency with MS Office Suite, MS Teams, MS Project, MS Planner, and SharePoint
  • Availability to work flexible hours, including some evenings and weekends as required
  • Open to occasional travel (~10% to MTA and Cognosante locations)
  • US Citizen
Preferred Qualifications:

  • Experience with Contact Center and Quality Assurance
  • Experience with managing scope changes and schedule changes
  • Knowledge of MTA's MobilityLink Program
  • Experience in creating business process flows, using tools such as Visio
