Overall Purpose Of The Job

As the VHA ICSP Project Manager (PM), you will design and execute enterprise-wide strategic project management initiatives. This role will deliver sophisticated analysis and planning to evolve the firm's project staffing capability by blending skills in business strategy, financial acumen, and data analysis. The PM is accountable for designing workforce planning templates and tools, supporting business-led workforce planning

activities and conducting data analysis to inform future focused staffing activities (i.e., Long Term Plan, business annual plans). This role flexes between deep analysis and collaborative consultative approaches to assess gaps and deliver solutions.

The ideal candidate has a proven track record conducting staff planning analysis and designing workforce planning processes, can consider supply/demand issues from multiple perspectives, can operate autonomously and is extremely proactive in driving results.

Key Responsibilities:

  • Leads by example to ensure standards are met and exceeded on a regular basis.
  • Act as point of contact for the client with which a relationship is developed or maintained.
  • Fosters and maintains positive and effective working relationships with all other Government Services and Group stakeholders.
  • Ensures the appropriate escalation procedures are followed for questions, clarifications, etc.
  • Assists Contracts & Compliance team in the writing of all technical aspects of any contracts, Requests for Proposals or pre-qualification matters.
  • Educates and trains relevant International SOS staff on the appropriate contractual and practiced decision making processes within the government services sector.
  • Be prepared to support and provide additional capacity (remotely or directly) of other entities within the Government Services Division with the development of opportunities.
  • Ensures all assigned proposals and marketing materials are aligned with International SOS standards for medical services and clinic operations, Government Services messaging, and meet contract terms.
  • Prepares proposals and bid documentation, in collaboration with other stakeholders and subject matter experts, on government sector opportunities.
  • Collaborate across Talent, Finance and the Businesses to design and execute workforce planning activities, including supply/demand gap analysis, workforce scenario modelling, workforce allocation, annual planning support, KPI measurement, workforce plan development, etc.
  • Develop insightful, data-driven solutions and implement scalable workforce planning tools.
  • Analyze business strategies and business-led workforce planning activities to drive consistency and standardization.
  • Effectively gather, analyze, and interpret internal/external data trends and insights to assess talent gaps, forecast needs and model future scenarios to inform leadership decision-making.
  • Define and track workforce metrics.
  • Develop compelling, logically structured presentations and deliverables to communicate execution strategies to Talent and Business leaders.

  • Technical, data and systems experience to support data visualization and workforce planning technology. Must have demonstrated skills using software tools including SAP SuccessFactors, Salesforce. Skilled in the use of comparable data analysis tools.

  • Maintain an understanding of market shifts and talent trends and how they impact our business and workforce needs and adapt solutions accordingly.

Required Competencies

  • Understand the customer and the customer culture - including the motivations, freedoms/constraints and expectations at all levels of technical, financial and user buyers.

Required Work Experience

  • Proven success leading and contributing as a technical project/program manager in diverse projects ranging in scale from local to global impact.
  • Must have previously supervised or managed direct reports.
  • Exposure to, and preferably operating experience in, government systems, such as those of the U.S.DoD, U.S. DoS, working with large Prime Contractors, and potentially serving other entities; UnitedNations, NATO, at a managerial and client engagement level.
  • Experience and demonstrated success in working in a cross-border, international, matrix structure organization.
  • Experience delivering complex solutions, working with Prime Contractors, serving global government entities in a fast-moving, global, 24/7 environment.
  • Ability to build and maintain effective working relationships and personal credibility.
  • Excellent communication, consulting and influencing skills.
  • Self-starter; takes initiative and proactively communicates.

Required Qualifications

  • Bachelor's degree in healthcare or business, Masters preferred.
  • Previous U.S. Government experience.
  • PMP certification highly preferred

Required Languages/Travel

Fluent English is mandatory

Travel / Rotation Requirements:• Travel as required both domestically and internationally.• Must have the ability for spontaneous travel.• Must have a valid passport and ability to obtain visas as necessary

Physical Requirements

  • Work is normally performed in a typical interior/office work environment.
  • Work involves sitting and standing for prolonged periods of time.
  • May require bending, stooping and lifting up to 15 lbs

Other Special Qualifications

  • Common Access Card (CAC) or ability to obtain one.
  • Must be able to read, write and speak English to effectively communicate.
  • US Citizen or Permanent Resident Card is required.
  • US DOD NACI clearance or the ability to obtain one is required.
