Job Description

ReconCraft is seeking a Project Manager to be responsible for gathering requirements, identify resources, and develop detailed project and resource plans.

  • With the Program Team, responsible for RECONCRAFT performance on each project per statement of work and agreed upon deliverables and timelines.
  • Manage individual or multiple concurrent projects. Serve as the primary point of contact between the project and RECONCRAFT leadership
  • Manage project scope, scheduling, resources, and budgets, while being accountable for the quality of project deliverables; this includes the development and maintenance of project schedules that feed an Integrated Master Schedule
  • Responsible for the creation of project plans and work packages, including scoping, milestones, and completion dates from initial vessel orders through post-delivery support
  • Work closely with all cross-functional teams to ensure all deliverables are on track.
  • Communicate project milestones, status updates, as well as any existing or potential customer escalation issues.
  • With the Program Manager, own status reporting, risk and issue management, and client expectation management
  • With the Program Manager, maintain positive CPARs on all programs as applicable
  • Fulfillment of customer statement of work/specification
  • Accompany delivery of assets to clients and supervising all training and activation if/as required (OCONUS & CONUS)
  • Assist the Operations team in global logistics, fulfillment, inventory and warranty management, and integration and process improvements
  • With the Program Team, support proposal management and final proposal submissions to clients
  • Identify and develop new business development opportunities through program lifecycle
  • Support any/all business development roles and responsibilities, including last-minute OCONUS/CONUS travel to remote and austere locations for undefined periods of time
  • Take on new responsibilities as required

 

Essential Job Requirements:

  • Education:
    • BS in Business or equivalent combination of education and experience
  • Required Knowledge/Experience:
    • Minimum (3+) years of government contracts/subcontract administration experience
    • Expert Knowledge of government regulations and all contract types
    • Expert Knowledge of the FAR, DFAR, and government regulatory standards including manufacturing specific requirements
    • Ability to manage and execute multiple complex projects and details simultaneously
    • Detail oriented with the ability to prioritize and organize effectively and appropriately
    • Able to work in a fast-paced environment
    • Ability to maintain a high level of confidentiality of business practices, trade secrets, company strategy, etc.
    • Working knowledge of JPAS, DISS, SWFT, and e-QIP
    • Create and maintain on-site security files for employees and independent contractors in accordance with NISPOM guidelines
    • Assist with production and preparation, logging, and facilitating security training for all employees
    • Experience preparing and sending VARs/VALs to customers, both hard copy and in JPAS, for meeting requests and CAC/Badge requests
    • Understanding of CUI, DFARS, CMMC compliance
    • Expert working knowledge of Microsoft Office applications
    • Excellent customer service, interpersonal, and oral/written communications skills
  • Education:
    • BS in Business or business-related degree;
      • May be substituted for five (5+) years of equivalent combination of education and experience
  • Required Knowledge/Experience:
    • Three (3+) years project management experience as a primary stakeholder in organizing, planning, and executing small to large-scale projects from vision through implementation
    • Strong project planning, scheduling, cost analysis, time management, and organizational skills
    • Proficiency in the Microsoft Office software package and Microsoft Project
    • Strong attention to detail and quality deliverables
    • Outstanding verbal and written communication skills that can support the ability to work with vendors, customers, and employees
    • Adaptable and responsive to emerging challenges and opportunities
    • Ability and willingness to develop systems and processes that benefit the company
  • Preferred Knowledge/Experience:
    • Professional maritime experience
    • PMP or other project management certification
    • Experience working in government contracting environment or on government vessel programs
    • Background in marine operations and manufacturing
    • Experience with the following types of management software: Trello, Slack
    • Knowledge of current USCG, ABYC, NMMA, ABS standards
    • Full knowledge of Electronic Ships Work Breakdown Structure (ESWBS)
  • Physical Requirements:
    • Must be able to bend, stoop, squat, and stretch to complete tasks
    • Ability to work long hours, when required, to meet deadlines and/or other deliverables, often on short notice
    • Must be able to get underway on vessels for testing, evaluation, training, activation, and delivery
  • Security Clearance:
    • Must be eligible for Secret Clearance

Other Responsibilities:

  • Perform other tasks consistent with the goals and objectives of the department/contract
  • Perform other duties as assigned
  • Must comply with all federal COVID-19 related vaccination and testing requirements, including, but not limited to, those set out in Executive Order 14042
