Project Manager

ActioNet is looking for a Project Manager with an active Public Trust for our Metro Washington, DC area location. Work will be hybrid requiring 2-3 days on site. ActioNet is an IT service provider and solutions integrator headquartered in Vienna, VA that works with the Federal Government and the Department of Defense.

Summary:As a Project manager, you will support an organization's business cases and portfolio by providing high-quality, timely consulting services to demonstrate the value of investments and support decision-making. In this position, you will help increase productivity by removing obstacles preventing the team from achieving the program's objectives and preserving their capacity to react quickly to change.

Basic Qualifications:

• Provide program management expertise by preparing plans, schedules, work breakdown structure, task descriptions, and cost estimates to facilitate the delivery of required capabilities.
• Prepare program management documentation to enable the effective management of the program.
• Documentation required may include standard program and project artifacts, such as Program Charter, Program Management Plan, Risk Management Plan, Risk Register, Communication Plan, program and project schedules, work breakdown structure, WBS dictionary, statements of work, and task descriptions.
• Assist in developing program-related plans and documentation for submission in the Strategy Execution and Evaluation (SEE) process.
• Coordinate with the Program and the applicable CFO staff members to provide robust budget defense documentation.
• Support the Program Manager in developing and presenting program progress and status reports to agency management and other key stakeholders.
• Reports will include, but not be limited to, weekly and monthly status reports and bullets, presentations before the Corporate Board, Integrated Program Review Board, Program Review Board, Program Oversight Board, Information Technology Review Board, and Milestone Review Board, updates to the Electronic Capital Planning and Investment Control (CPIC) system for IT dashboard updates and other reporting as assigned.
• Assist in preparing spending plans, draft statements of work, and memorandums of understanding to facilitate the execution of current-year funding provided to the program.
• Coordinate the activities of agency participants and contractors supporting the program. Track progress against the plan by the program office and supporting organizations and develop corrective action plans to remedy any identified discrepancies.
• Link progress to Program budget and expenditure information to facilitate Earned Value Management type program performance metrics.
• Assist the program budget analyst in preparing presentations, documentation, and recommendations through all phases of the federal budget cycle (i.e., budget formulation, presentation, and execution) as they relate to the program.
• Specifically, these data and activities will include funding availability (amounts and types), budget formulation activities available, budget authority time frames and uses trends in the obligation and expenditures of funds, and the accuracy of resource requirement estimates submitted by project managers.

Preferred Qualifications:

• Bachelor's Degree in Computer Science / Information Systems or a related field
• PMP

Education & Experience (Required):

• Six (6) or more years as a Project Manager for the Federal government
• Four (4) or more years of providing Capital Planning and Investment Control (CPIC) support
