Summary:

The Project Manager will be responsible for overseeing the successful implementation of a portfolio of technical projects that range in complexity and technology in a federal workspace. The candidate will have extensive experience driving success in a matrixed environment supporting engineers, IT operations and maintenance, cybersecurity, compliance, information assurance as well as external stakeholders, for the sustainment and enhancement of the current IT infrastructure. The candidate will have experience in planning and execution of projects from a business perspective with a focus on the value of IT and integration of projects to strategic objectives.

The candidate will work out of a PMO office and simultaneously provide support in continually improving its internal functions, support structure and overall efficacy. The candidate will closely collaborate with Federal leadership, external stakeholders, and vendors to lead and manage the execution of the full lifecycle of projects and initiatives from initiation and approval to development, deployment, operations and maintenance, security, privacy and on-going support of Enterprise Applications.

Job Duties:

• Demonstrated outstanding level of professionalism in providing project review support, including ability to exercise good judgment, discretion, tact, and diplomacy supporting the federal workspace
• Strong analytical, problem-solving, and decision-making capabilities
• Strong Agile-minded perspective on iterative, continual delivery and the ability to decompose a large, complex engineering effort into smaller, executable pieces
• Focused, collaborative mindset to include all stakeholders throughout the lifecycle of an engineering project
• Deft ability to facilitate deeper technical sessions while clearly articulating highly technical discussions to non-technical stakeholders
• Oversee and manage a portfolio of internal customer projects, to include providing recommendations on project priorities, implementation timelines, and technical approach to completing projects.
• Utilize Agile methodology to plan, develop and deploy projects such as SDLC (System Development Life Cycle (SDLC) and Agile Development Life Cycle (ADLC)
• Develop and continually improve all aspects of the PMO to maximize its efficacy and drive high-quality support to its customers
• Implementing organizational change to support and influence government technical team on project delivery
• Creating long- and short-term plans, including setting targets for milestones, adhering to deadlines, and allocating resources
• Extensive proficiency with creating and maintaining critical project artifacts (i.e., PMP, project schedule, risk register, resource matrix
• Extensive proficiency utilizing work breakdown structure to translate project requirements into discrete project activities
• Extensive proficiency with Microsoft Project and Teams
• Extensive proficiency establishing communication channels to drive efficient progress and provide the venue to identify major roadblocks or barriers before they are realized
• Proficiency identifying relevant, reportable metrics and developing automated processes to generate data using existing tools and technologies
• Delegating tasks on the project to employees best positioned to complete them
• Identifying and managing potential risks and liabilities of multiple projects
• Assisting in the definition of project scope and goals
• Making effective decisions when presented with multiple options for how to progress with the project
• Performs enterprise-wide horizontal integration planning and interfaces to other functional systems, including the development of conceptual systems requirements; systems integration requirements; systems phasing plan; business application consultation; problem tracking/management; and preparation and delivery of presentations.
• Communicating with DHS Point of Contact and Program Manager to keep projects aligned with their goals
• Performing quality control on the project throughout development to maintain the standards expected
• Motivating project staff to create a positive culture, driving task completion in a timely manner.

Qualifications:

• US Citizen
• Project Management Professional (PMP) Certification
• 15+ years performing project management support services in a supervisory and/or leadership role.
• BS/BA in business administration or related field
• Understanding of the Project Management Institute (PMI) framework
• Knowledge of various project management methodologies (e.g., Agile, SDLC)
• Knowledge of TBM preferred
• Must be able to facilitate challenging conversations across all levels of the organization
• Must have a high level of EQ to "bring out the best" in team members, both internal and external
• Experience and composure to be the conductor of a very complex and challenging technical "orchestra"
• Solid goal-oriented thinking, while possessing the business acumen to align projects to business outcomes
• Flexibility and ability to swiftly adapt to a customer environment and positively integrate oneself
• Strong analytical, problem-solving, and decision-making capabilities, with a data-driven mindset

• Excellent ability to interact skillfully and diplomatically with numerous counterparts and build rapport, including contract stakeholders, government representatives and vendors
• Excellent time and resource management skills.
• Ability to work odd hours outside of standard schedule as needed, e.g. weekends or after normal work hours.
