Job Description
‍As the Impact Manager for the Equitable Outcomes Team (EOT), the individual will serve as the point person for driving progress and accelerating the impact of a top equity priority for the County of Los Angeles government and its residents. The Impact Manager will serve as LA County’s expert in strategy, implementation, and equity by creating systems, approaches, and solutions to enable better service delivery and coordination across government agencies. This individual will bring a rigorous approach to prioritization, a laser focus on outcomes, a commitment to community engagement and knowledge sharing, and a strong desire to help a local government improve a highly visible and impactful service. The Priority Manager will also be experienced in project management, with a track record of overseeing large, complex initiatives involving multiple stakeholders and many moving parts. They will also be responsible for driving a community engagement strategy that puts residents – particularly those from underserved backgrounds – at the center of this program, ensuring it reaches those most in need.Â
About the Equitable Outcomes Team
In July 2022, the County of Los Angeles began deploying a new Alternative Crisis Response (ACR) program, a mental and behavioral health crisis responder program led by the LA County Department of Mental Health. The goal of ACR is to ensure individuals experiencing a mental health crisis in LA County are treated quickly, effectively, and with empathy at the right level of care by the mental health care system so that they can remain in their community. The program is also responsible for implementing the 9-8-8 line – a mental-health focused crisis response alternative to 9-1-1 for the most populous county in the United States.Â
The EOT will serve as an internal hub of in-house strategy and implementation experts that will support the county’s existing ACR team to implement a highly complex and impactful initiative serving more than 10 million residents. This EOT team’s responsibilities will also heavily focus on community engagement, working with key leaders and organizations to establish broader community awareness and buy-in for the program. The mandate of the EOT will be to broadly support implementation; specific areas of responsibility may include:
- Supporting the county to define success for the program’s implementation and a roadmap for how to achieve the outcome
- Leading coordination across government agencies and influencing them to solve problems, unblock challenges, and ensure continued progress towards the outcome
- Supporting measurement, monitoring, and reporting of progress towards this outcome
- Ensuring the right community leaders and organizations are informed, involved, and engaged to build public support for and use of the program
- Building capacity for delivery across the government, including in such areas as use of data and evidence, planning, performance management, and communications
- Developing communications materials and liaising with leadership for the county and relevant other local jurisdictions, including, but not limited to the Chief Executive, the Director of the Department of Mental Health, and various collaborating agency leads
The county is partnering with a philanthropic partner who will fund a year-long pilot of the EOT. The pilot will run from approximately January 2023 - December 2023 and this role will be for a fixed term for the same period.
To support the EOT’s success, Delivery Associates (DA) will provide regular technical assistance to the Head and their team to onboard, train, establish operations, and make progress during this year. DA will support and partner with the team through regular one-on-one coaching with global experts in delivery, and access to bespoke resources and tools to meet the needs of this leadership role and the wider team.Â

- Delivery of outcomes: An ability to lead and drive day to day work on multiple workstreams – working horizontally across government to ensure that all implementing stakeholders have the knowledge, resources, and capacity required to make progress in implementation
- Project management and oversight: Exceptional track record of project management and oversight for large, complex initiatives with multiple stakeholders and moving pieces
- Community engagement: Experience conducting community outreach, building awareness for educational campaigns or activities, and building buy-in with the public for policies or programs
- Relationship building and communication: Demonstrated experience working closely with senior government officials and other key stakeholders to build strong delivery relationships, communicate progress, and ensure knowledge sharing and coordination across multiple stakeholders
- Prioritization and problem solving: A focus on producing results for residents aligned with the highest priority utilizing a variety of tools and resources to creatively solve problems
- Data translation: Ability to interpret and use data to assess performance and identify actionable insights to drive progress
- Operational excellence: Strong track record of building and maintaining an effective administrative and project management system to support all operations, including work plans and performance management tools

Requirements
- Bachelors required, Masters degree preferred
- Minimum of 7 years total relevant experience; 2 or more of which is preferred to be in a management position
- Experience working in or working in partnership with local governmentÂ
- Experience working with data and evidence to inform and improve policy or programming
- Experience working in community engagement or a background in human centered design desirable
- Individuals with prior experience working on or with community justice, crisis response, behavioral health or equity issues, and/or candidates with lived experience related to these issues or LA County preferred
- Experience working on large scale projects that required building relationships and influencing stakeholders across multiple government agencies and interested parties highly valued
- Must be based in and have work authorization in the United States
- Must be willing to be based in LA County, or within commutable distance, for the term of employment which will be based in the LA County area
- Selected candidate must be willing to undergo a background check and live scan by LA County
