Job Description Summary:
At PayPal, the Risk and Platforms organization encompasses the front-line risk, core platforms, and entity management and oversight teams. Within Risk and Platforms, the Global Entity Management and Oversight (GEM&O) team serves as the consolidated second line of defense for the company, oversees international legal entities, and is responsible for the development and maintenance of a governance infrastructure to meet business priorities and regulatory expectations in all the jurisdictions in which PayPal does business.The Risk and Platforms Project Management Office (PMO) reports into the leadership of the GEM&O team and is responsible for initiatives supporting PayPal’s risk, compliance, and regulatory strategies and obligations. This includes a portfolio of Risk and Platforms strategic initiatives, targeted at enabling the continued growth and evolution of PayPal and delivery of the company’s strategic objectives. Initiatives will typically span multiple teams and geographic locations globally.
As a Project Manager for Strategic Initiatives, you are responsible for coordinating project resources engaged with select initiatives within a broader portfolio. The project manager is a primary resource to project-related steering committees and reports to the Sr. Portfolio Program Manager of a functional area portfolio. The position is responsible for cross-functional engagement and reporting on the state and performance of specific projects.
This role supports PMO leadership in their efforts at overseeing, managing programs and projects across the entire life cycle of Strategic Initiatives to optimally achieve enterprise goals and objectives.

Duties and Responsibilities:
- Drives the coordinated management of large, complex programs over a finite period to achieve desired business outcomes.
- Ensures the timely delivery of business requirements and the efficient use of resources.
- Creates and maintains relationships with business and technology stakeholders to facilitate timely and accurate delivery, identification of risks, issues and dependencies, and trade-off discussions to manage resource constraints.
- Program/project execution:
- Manages program and project-level decomposition of work across multiple stakeholders and teams, working across organizational boundaries to define portfolio and program interdependencies and plans.
- Develops detailed project plans, including setting targets for milestones, and adjusting schedules and targets on the project as needed.
- Leads planning sessions, monitors and tracks progress, and conducts regular reviews at the program and project level, to demonstrate strong oversight. Manages changes using appropriate governance techniques.
- Identifies, tracks, and prioritizes program-level risks, issues, and dependencies, proactively addressing impediments and actively collaborating with leaders to resolve roadblocks and enable successful execution, leveraging lessons learned from prior experience and working to address and mitigate systemic issues.
- Ensures projects meet or exceed performance targets, documenting the accurate status of the program, projects within the program(s), or external projects that have dependencies. Ensures successful completion of program exit criteria.
- Communicates and collaborates with stakeholders, to provide executive-level reporting, communications, and presentations on progress against projects outcomes, and communicates timely and accurate status to appropriate levels and stakeholders.
- Makes effective decisions when presented with multiple options for how to progress with a program or project.
- Gains an understanding of the functional area supported, including their purpose, business priorities, and objectives, to effectively support discussions/decisions around prioritization and delivery challenges.
- Accepts responsibility for deliverables and timeline commitments.

Qualifications:
- Theoretical and practical knowledge of project management processes, workflows, and terminology, including understanding of the Project Management Institute (PMI) framework.
- Ability to prioritize work, meet deadlines, achieve goals, and work under pressure in a dynamic and complex environment.
- Ability to influence outcomes and minimize and address conflict.
- Ability to work across multiple lines of business managing large scale, complex project initiatives and various project elements simultaneously, with high attention to detail and accuracy, meeting deadlines despite competing priorities.
- Possesses solid analytical, problem solving, and critical / creative thinking skills.
- Strong communication, interpersonal and negotiation skills, and ability to build and maintain relationships with peers and business support partners.
- Excellent verbal, written and presentation skills with experience presenting to senior leaders and key stakeholders
- Ability to operate in ambiguous environments and exhibit agility in navigating from current state to proposed solutions.
- Proficient with Microsoft Office; knowledge of Clarizen is beneficial.
- Minimum 8+ years of experience in large-scale project management.
- Bachelor’s degree required.
- PMP® certification (including PGMP or PMI-RMP) is preferred but not required.
