The Deputy Project Manager - Military Health will direct the processes and day-to-day responsibilities of the Tricare Patient Experience Survey (TPEX) administered to Military Health System (MHS) beneficiaries. The Deputy Project manager will help frame objectives, develop research design and sampling plans, create research instruments (surveys, discussion guides, screeners), analyze results, and create final client deliverables.
The Deputy Project Manager will be a member of the US Public Affairs (USPA) Client Services group.
The Client Services group is a team of researchers and business leads specialized in developing and delivering custom, high-quality research for internal and external USPA clients.
What you can expect to be doing:
- Study Design: Translating client policy and operational questions into high-quality data collection and analytic frameworks. Identifying appropriate innovations and best practices, and directing or supporting questionnaire development efforts. Collaborating with team members and specialists throughout USPA to develop flexible yet rigorous studies consistent with client needs, timelines, and budgets.
- Analysis and Reporting: Applying or overseeing application of statistical and interpretative techniques for addressing client questions using survey and/or other data. Working as a senior member of interdisciplinary project teams to generate substantive insights and actionable research deliverables. Providing interpretive guidance of results from standard and custom analyses, and cross-validating study findings.
- Operational Excellence: Developing a deep understanding of DHA processes, data structures, survey variables, and protocols, and ensuring adherence to DHA as well as industry standards across the broader research, analytic, and project administration team. Identifying and resolving challenges critical to strategic and operational success of the TPEX program in a principled and robust manner. Monitoring methodological advances and trends in military health to ensure DHA is at the forefront of quality research, and can adapt the TPEX research program to reflect changes in military populations and military health needs.
- Leadership: Find operational efficiencies and drive them forward. Collaborate with team members to ensure that projects are completed on time, on budget and on strategy for the client. Lead a team of researchers to ensure research findings are disseminated to the client on a regular basis.
- Client Relationship Management: Serving as client advisor and advocate by understanding multiple dimensions of their research needs, unpacking complex research questions, and evolving research approaches as appropriate. Supporting or leading engagements with potential clients and research partners in the broader Ipsos healthcare and US Federal Government portfolios.
- Innovation and Thought Leadership: Conducting internal trainings or seminars, and playing a key role in internal strategic initiatives, business development efforts, and special projects.
This might be the job for you if you have:
- US Citizenship required
- Master's degree in a Health Services, Public Health, Health Management, Public Policy, or a quantitative social science discipline
- 5 or more years of management experience in large scale multi-mode survey administration
- 2 or more years of experience in overseeing all functional aspects of CAHPS survey operations, including fielding, data file preparation, and data security
- 3 or more years substantial use with and knowledge of MHS data
- Knowledge of MHS organization and the various TRICARE health plan options available
- Survey research experience in industry or applied settings (experience with the Defense Health Agency (DHA) and large US Federal clients preferred)
- Strong organizational skills, and the ability to manage multiple projects simultaneously while maintaining a strong client service orientation
- Track record leading and developing quantitative, policy, and/or survey researchers
- Self-directed, and comfortable working within tight and shifting deadlines
- Flexible and comprehensive thinker, with enthusiasm for learning and innovation
- Strong internal and external client presence; approachable hands-on leader with well-developed interpersonal skills
