As a Project Manager/Change Manager (PM/CM) with Octo you will oversee the critical transition of a major technology project. This role requires a strong emphasis on change management and project management to ensure a seamless effective and efficient transition. The right person will be adaptable to fast-paced dynamics environments and will be resilient under pressure and against challenges.

Program Mission…

The Digital Transformation Center (DTC) supports Veterans Affairs (VA) with onboarding and maintaining enterprise SaaS and PaaS solutions used to support the mission of serving our Veterans and their associated stakeholders. We are digitizing information and processes for improved implementation leveraging modern tools and low code/no code for reusability and faster delivery.

Responsibilities…

The PM/CM will:

  • Apply a structured methodology and lead change management activities – Leverage a change management methodology process and tools to create a strategy to support knowledge transfer required by a project or initiative.
  • Support communication efforts – Enable the design development delivery and management of key communications.
  • Support training efforts – Provide input document requirements and support the design and delivery of training and knowledge transfer sessions.

Stakeholder Engagement:

  • Develop and maintain strong relationships with key stakeholders from both outgoing and incoming consulting IT organizations.
  • Facilitate communication between stakeholders to clarify expectations timelines and deliverables.

Project Management:

  • Develop detailed project plans that outline the transition scope goals deliverables required resources and timeline. Define and measure success metrics and monitor change progress.
  • Identify potential project risks and develop mitigation strategies.
  • Regularly monitor and report on the transition’s progress challenges and solutions.
  • Coordinate with both IT organizations to ensure a smooth handover of systems documentation and knowledge.
  • Identify analyze and prepare risk mitigation tactics. Integrate change management activities into the project plan and track and report issues.

Change Management:

  • Analyze potential change impacts on technology people and processes. Identify and manage anticipated and persistent resistance.
  • Develop and execute change management strategies to minimize disruption and maximize acceptance and complete change management assessments.
  • Conduct training sessions workshops and regular updates to keep all stakeholders informed and aligned.

Resource Management:

  • Allocate and supervise internal and external resources ensuring efficient utilization.
  • Oversee the integration of teams from all organizations as required.
  • Consult and coach project teams support and engage senior leaders.

Years of experience : 5+ years of experience in Project Management 3+ years of experience in large enterprise Change Management and experience with large-scale organizational change efforts.

Education : Bachelor’s degree in Information Technology Business Administration or related field.

Location: Fully remote in the United States.

Clearance : Ability to obtain a Public Trust clearance.


Required Technical and Professional Expertise

  • Bachelor’s degree in Information Technology Business Administration or related field.
  • Experience with large-scale organizational change efforts.
  • PMP (Project Management Professional) certification preferred.
  • Proven experience in leading large technology transitions or migrations.
  • Stong background in change management methodologies; certification in a recognized change management approach is a plus.
  • Excellent communication leadership and negotiation skills.
  • Familiarity with the IT consulting environment and its challenges.
  • Strong analytical problem-solving and decision-making capabilities.
  • Excellent active listening skills.
  • Ability to clearly articulate messages to a variety of audiences.
  • Ability to influence others and move toward a common vision or goal.
  • Flexible and adaptable; able to work in ambiguous situations.
  • Able to work effectively at all levels of an organization.
  • Must be a team player and able to work collaboratively with and through others.
  • Acute business acumen and understanding of organizational issues and challenges.
  • Clearance : Ability to obtain a Public Trust clearance.
