Program Manager /Subject Matter Expert (SME)

Job Responsibilities:

• Work with state, local, Tribal, and territorial (SLTT) agencies to assess their readiness by identifying their strengths, weaknesses, and specific challenges in their context and determine the necessary steps to take.
• Asist Agencies with implementing a range of possible strategies to coordinate or integrate two or more benefits programs that promote the economic and social well-being of families, children, youth, individuals, and communities.
• Create Work Plan that meets the goals and objectives of the project and carries out the tasks and information gathered based on conversations with the COR and other federal staff.
• Institute procedures to ensure effective management of the entire project, including resolving problems, maintaining an on-time schedule for deliverables, coordinating the work of consultants, communicating with the COR and other federal staff, and working within budget and on schedule to achieve the government's objectives.
• Develop a package of materials that enables SLTTs to assess their readiness to undertake efforts to coordinate/integrate multiple benefits programs, identify and prioritize steps to take and their sequencing, and track progress over time.
• Develop Pilot Plan, including cost, schedule, and resource plan for presentation and approval to SLTTs.
• Develop an external communication and engagement plan for this project.

Educational Background: bachelor's degree / PMP (preferred)

Experience Requirements:

• Years of experience: 5-7
• Experience working with state, local, Tribal, and territorial (SLTT) agencies.
• Experience and expertise in public benefits delivery, human-centered design, and user research (including with low-income and/or underserved populations)
• External Communication and Engagement expert
• Experience with planning and establishing pilot programs.
