Job Description Summary

The Project Specialist II manages and supports evaluation/survey projects to measure the impacts of Extension educational efforts – within established timelines.

Essential Duties/Responsibilities

  • Works cooperatively with clients to establish expected program outcomes, operationalize measures, and develop data collection strategies.

  • Plans, develops, and implements survey projects and other data collection efforts in support of program impact reporting. Establishes project goals and monitor progress towards achievement. Coordinates other project activities as needed.

  • Collects, processes, analyzes, and reports data on immediate program outcomes using existing SPSS command syntax and other data tools for ongoing projects. Writes SPSS command syntax for new projects as needed.

  • Reviews project deliverables to ensure accuracy and quality.

  • Develops educational resources and project-specific interpretation guides included with dissemination of results. Documents project-specific procedures.

  • Conducts training on evaluation basics to new Extension specialists and county agents - primarily focused on measurement of immediate outcomes, and on specialized topics such as data collection methods, data analysis, interpretation of results, questionnaire design, etc. as needed.

  • Identifies, diagnoses, and resolves issues within projects.

  • Leads in design of new survey scan forms for projects using Teleform.

  • Performs other duties as assigned.

Qualifications

Required Education and Experience:

  • Bachelor’s degree in extension, education, agriculture, health, quantitative social science, or related field.

  • One year of related experience with survey projects using data management tool.

Preferred Education and Experience:

  • Master’s degree in extension, education, agriculture, health, quantitative social science, or related field.

  • Formal training in program evaluation.

  • Experience in measuring immediate and/or longer-term outcomes in Extension or other non-formal educational setting.

Required Knowledge, Skills, and Abilities:

  • Strong data, analytical, and project management skills.

  • Proficiency in using SPSS or SAS to shape, aggregate, and analyze data for survey projects.

  • Experience writing SPSS or SAS command syntax for record and file level data manipulations for survey projects.

  • Experience with data collection and analysis using surveys methods.

  • Knowledge of word processing, database, presentation and spreadsheet applications.

  • Ability to help educators develop logic models, program goals, and SMART objectives.

  • Attention to detail to ensure quality data products.

  • Ability to multitask and work cooperatively with others.

  • Excellent written and verbal communication, analytical, interpersonal and organizational skills.

Preferred Knowledge, Skills, and Abilities:

  • Experience with data collection and analysis projects using non-survey methods.

  • Working knowledge of descriptive statistics, inferential statistics, and repeated measures.

  • Working knowledge of Tableau.

  • Strong Excel skills.

  • Strong questionnaire design skills.
