The Business Operations Support (BOS) Task Order (TO) is seeking a strong Jr-Level Program/Project Admin & Accounting Specialist with solid skills in Property Inventory/Asset management, to support the National Environmental Satellite, Data, and Information Service (NESDIS), Satellite Applications and Research (STAR) located in College Park, MD.

Brief Summary of Position:

The successful candidate will collaborate with a talented staff at NOAA/NESDIS - STAR providing multi-faceted business & program/project administrative and accounting coordination, and documentation support including property and asset inventory control. The candidate will handle a wide range and variety of support tasks, administering the processes that assist the management of projects and information. Assists with the schedules, meeting preparations, and follow-up tasks, as needed/necessary. Supports information gathering and prepares summaries and reports, as needed/directed. Develops positive and relationships at all levels of the organization.

We are looking for a candidate with experience in Project/Program Support, Property/Asset Record Keeping with a Budgetary/Financial background (analysis and documentation). This person will work with STAR Leadership and Task Monitors, and other members within NESDIS. The ability to work independently and as a team member is critical to the success of this opportunity.

List of General/Primary Duties:

Program/Project Administrative and Accounting

  • Assists, creates, and manages detailed task documentation including; project presentation material, project reports, meeting notes, records, etc.
  • Implements and documents plans and schedules for project leadership.
    • Verifies documentation and product deliveries that meet established guidelines.
  • Assists with and prepares status reports for presentation by project leadership, as necessary.
    • Identifies potential problems/risks and assists with solutions to ensure project completion.
    • Assists with the development of templates, and guidelines to facilitate the project & program process.
  • Deliver meeting slide/documentation material to prepare for future STAR needs.

Property/Asset Inventory and Control

  • Accountable for Federal Property with full life cycle inventory documentation of the acquisition, utilization, care, re-habilitation, and disposal of government property.
    • Conduct routine (bi-monthly), quarterly and annual physical touch inventories of personal property.
    • Maintain current custodial records for all accountable personal property within their assigned custodial area.
    • Submit appropriate reports promptly for found, lost, missing, stolen, destroyed, damaged, or rendered unserviceable accountable personal property.
    • Affix property identification number (bar code) labels onto accountable personal property.
    • Conduct physical inventories and reconciling inventory records.
    • Participate in the employee separation clearance process by ensuring that all assigned property has been accounted for when personnel leave employment.
    • Maintain a record of accountable personal property assigned to his/her custodial area that is removed for use or repair outside of the custodial area.
    • Ensure that loaned accountable personal property is returned upon expiration of the loan.
    • Surplus/Excess/ Retire equipment, in collaboration with IT Services to ensure equipment has been properly d-banned or wiped with ISSO approval.

General

  • Work independently and with other team members in support of STAR's administrative/accounting and property/asset team.
  • This position, specifically requires practical and actual, writing/editing documentation coordination/consolidation, and utilization of PMO tools, particularly, SmartSheets, among others;

MINIMUM REQUIRED EDUCATION LEVEL AND PREFERRED FIELD OF STUDY

Associate's and/or Bachelor's degree with emphasis on Accounting and/or Asset Inventory/Project & Program Control. Job experience can be used in lieu of education.

MINIMUM REQUIRED KNOWLEDGE/EXPERIENCE

6-10 years of relevant Program/Project Administrative, Accounting and Asset (Inventory Control) experience.

Physical Qualifications

Typical Office setting. Currently Telework is authorized due to COVID-19 on-site restrictions but on-site requirements and mandatory COVID vaccination status is required.

Mental Qualifications

Detailed-oriented multi-tasker with poise under high-intensity environments. Ability to get direction, take ownership and execute.

Additional Information:

This position is advertised as on-site, however, due to COVID-19, telework is authorized until the government terminates the COVID on-site restrictions. Executive Order 14042 requiring Federal Contractor employees to be fully vaccinated against COVID-19 has been stayed; GST is therefore, not currently requiring proof of vaccination. Employees are however required to follow the workplace safety protocols related to masking, physical distancing, testing, travel, and quarantine, for their assigned location/contract.
