Job Description
Summary
This position is with the Bureau of Land Management District Office in Lakeview and Prineville, Oregon and is responsible for all aspects of asset management including planning, controlling, and evaluating personal and real property, inventory, supply, and space management. The incumbent provides oversight and collaboration on fleet management, sustainable asset management, reports of survey, and leasing.
Salary Range for GS-07: $49,025 - 63,733
Salary Range for GS-09: $59,966 - $77,955

Qualifications
MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying.
GS-07:
A. Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained either in the private or public sector) performing 3 or more of the following: (1) assisting with the planning, management, inventory, or disposal of all personal property; (2) assisting with the acquisition, replacement, distribution, or management of warehouse equipment, fleet vehicles, or supplies; (3) providing assistance on monitoring space and real property planning and/or allocation; using automated data systems to input and collect data, retrieve reports, or tracking inventory.
OR
B. Education: Have one (1) full year (18 semester hours) of graduate level education from an accredited college or university, which provided the knowledge, skills, and abilities necessary to do the work of this position. (NOTE: You must submit copies of your transcripts).
OR
C. Have successfully completed a Bachelor's degree from an accredited college or university, which provided the knowledge, skills, and abilities necessary to do the work of this position, and meet one of the following requirements for Superior Academic Achievement at the undergraduate level: 1) Class standing -- Graduated in the upper third of the class based on completed courses in the college, university, or major subdivision; 2) Grade-Point Average (G.P.A.) 2.95 or higher out of a possible 4.0 scale as recorded on official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum; or 3) Election to membership in a national scholastic honor society. (NOTE: You must submit copies of your transcripts).
OR
D. Combination: Have some specialized experience as described in statement A, but less than one (1) year of graduate education as described in statement B. To combine education and experience, first divide your total months of qualifying specialized experience by 12. Then divide your semester hours of graduate education by 18. Add the two percentages together. The total percentage must equal at least 100 percent to qualify. (NOTE: You must submit copies of your transcripts).
GS-09:
A. Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained either in the private or public sector) performing 3 or more of the following: (1) implementing policies/procedures for property acquisition and disposition; (2) maintaining fleet management program including acquisition, replacement, and disposal of motor vehicles; (3) assisting with space and real property studies to identify needs; (4) implementing material handling, storage, receiving, and/or distribution of equipment and supplies.
OR
B. Education: Have a Master's or equivalent graduate degree or two (2) full years of progressively higher-level graduate education leading to such a degree from an accredited college or university, which provided the knowledge, skills, and abilities necessary to do the work of this position or an LL.B. or J.D., if related. (NOTE: You must submit copies of your transcripts).
OR
C. Combination: Have a combination of specialized experience and graduate level education that, when combined, equal 100% of the total requirement. To calculate your combined amount, first determine the amount of your specialized experience as a percentage of the requirement listed above. Then determine the amount of your graduate education in excess of one full year (18 semester hours) as a percentage of the requirement listed above; then add the two percentages. The total percentages must equal at least 100 percent to qualify.) NOTE: You must submit a copy of your transcripts.
Status merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.
One year at the GS-05 is required to meet the time-in-grade requirements for the GS-07 level.
One year at the GS-07 is required to meet the time-in-grade requirements for the GS-09 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).

One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

Education
To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.
If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.
GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

- Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement.
- This position is required to operate a forklift, motor vehicles, and light trucks.
- You will be required to obtain and maintain a valid state driver's license.
- You may be required to travel overnight away from home occasionally. You must be eligible to obtain a government charge card for travel purposes.
- This position is offering a Relocation/Recruitment Incentive of up to 25% of the annual salary. To be eligible for a Relocation Incentive, you must be a current Federal Employee employed with the Federal Government and be willing to work directly from the BLM OR/WA office in Prineville or Lakeview, Oregon location (not remote). The selectee's current duty location must be more than 50 miles from the duty location of this position. To be eligible for a Recruitment Incentive, selectee must not be employed by the Federal Government.

Working Conditions: Work is normally performed in an office or warehouse setting. Incumbent may be required to be out of doors in unfavorable conditions relating supply, real and personal property, warehouse, and fleet management duties.
Telework: The Bureau of Land Management has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
