Proposal Manager
Job Description
Precise is seeking a Proposal Manager to oversee the timely development and delivery of high-quality responses to business opportunities, from pre-RFP to post-submission activities, in a fast-paced, rapid-growth environment. The position will be a direct report to the Director of Proposal Management.
Position allows for 100% telecommute.
This position is intended for someone with 2-5 years of experience. It is an excellent opportunity to take responsibility and grow while growing Precise. The Proposal Manager manages the full proposal development lifecycle including RFP, RFI and RFQ analysis, proposal management plans, schedules, content reviews ensuring 100% compliant responses, conducting color reviews, and working with production through delivery, as well as post submission client requests. The ideal candidate fosters a positive and responsive proposal team environment, has technical writing experience and can quickly adjust to dynamic proposal development schedules and requirements.
Job Responsibilities include but are not limited to:
- Manage the successful development of compliant, competitive, cogent, and compelling proposals through effective collaboration across teams that include internal staff, corporate partners, consultants, and supporting vendors
- Performs detailed analyses of government requirements (RFP, RFQ, SOW, etc.)
- Develops the proposal schedule, outline, compliance matrix, and Proposal Development Plan, proactively driving activities to meet deadlines and milestones; monitor progress of proposals and escalate gaps as needed
- Work with the appropriate proposal team members to identify SMEs and authors for each response and coordinate writing assignments before the kickoff; provide insight, leadership, and work guidance to authors on all proposal content; technical writing assignments are expected as part of this job responsibility
- Prepare and lead efficient Proposal Kickoff meetings and daily status calls, ensuring activities adhere to the Proposal Development Plan
- Effectively coordinate proposal color review activities to incrementally improve the proposal quality and ensure that review comments are incorporated into the proposal
- Take ownership of the quality of the proposal for color reviews and final delivery by performing rigorous quality assurance checks on draft and final documents
- Manage the development of oral presentations, discussions, and proposal revisions
- Support the leadership in the development and delivery of training materials for Business Development and other staff to continuously improve our corporate proposal operations and business development processes.
- Oversee maintenance of the proposal SharePoint sites and storage of past performance artifacts, templates and other internal resources for future use.
Minimum Qualifications:
- Bachelor's degree in business or liberal arts major, or equivalent professional experience
- Minimum 3 years proven successful experience managing proposal processes and leading teams efficiently in a dynamic, fast-paced environment on moderate- to high-complexity federal opportunities.
- Understanding of Federal Acquisition Regulations, solicitation formats and federal acquisition processes.
- Able to work in a face-paced, changing work environment with ease and can prioritize multiple, competing tasks and demands.
- Able to be flexible to work alternate schedules, including evenings and weekends, to accommodate schedules.
- Able to interact and communicate with individuals at all levels of the organization.
- High proficiency in the MS Office Suite (Sharepoint, Outlook, Word, Excel, PowerPoint) and Adobe Acrobat.
