Proposal Specialist I
Within the tenets of Inspire, Connect, and Achieve (ICA) the proposal specialist will provide business capture and proposal coordination support to the National Defense Business Area. The proposal specialist will be responsible for developing proposal management tools and templates, developing and maintaining proposal schedule, and providing support for proposal activity efforts. This role will work closely with the Capture Manager and/or Business Development Manager to develop and articulate technical and management solutions for RFI/RFQs, whitepapers, presentations, and other business materials. This roll will work with Business Area personnel across the enterprise, and consultants, as well as Teammates to create compelling documents. In addition, will interface with a range of matrixed resources across the enterprise and temporary help to support business acquisition and proposal development efforts. This role requires strong interpersonal, time management and organizational skills and significant proposal experience in a government contracting environment.
What You'll Do:
- Prepare and submit RFI/RFQ responses, and white papers.
- Analyze solicitations (RFQ, RFI, White Papers etc.) in conjunction with other customer requirements and communications and determine final document structure.
- Support and ensure proposal group processes are followed, standard style guide is used, and documents are submitted in accordance with established guidelines.
- Work with Advanced Systems Managers and/or Program Managers to establish win strategies, capture plans, proposal plans, schedules, and budgets.
- Prepare detailed proposal plans, schedules, outlines, tracking and compliance matrix for assigned pursuits.
- Manage writing assignments and receipt of all proposal materials with authors and teaming partners in accordance with the project timeline.
- Coordinate and lead major project milestone meetings, such as Kick-off Meetings, Strategy Meetings, Pink, Red, and Gold Color Team reviews, etc.
- Arrange for facilities, communicate with participants, and prepare necessary materials.
- Coordinate activities and participate in fact-finding meetings.
- Monitor and remaining current on all amendments and modifications to the solicitation.
- Work with managers to ensure proposals are fully compliant to customer requirements.
- Meet established deliverables and production deadlines.
- Support proposal interview activities.
- Leverage interpersonal skills in liaising with multiple stakeholders on a myriad of proposal-related topics.
- Assist with process improvements that may or may not be related to proposals and assisting at times with program management tasks.
- Support customer meetings, conferences, and trade shows.
- Maintain a regular and predictable work schedule.
- Establish and maintain effective working relationships within the department, the Strategic Business Units, Strategic Capabilities Units and the Company. Interact appropriately with others in order to maintain a positive and productive work environment.
- Perform other duties as necessary.
What You'll Need:
- BS/BA in a related field.
- Each higher-level degree, i.e., Master's Degree or Ph.D., may substitute for two years of experience. Related technical experience may be considered in lieu of education. Degree must be from a university, college, or school which is accredited by an agency recognized by the US Secretary of Education, US Department of Education.
- A current, active TS/SCI security clearance is required.
- A history of performance illustrating skills in being a self-starter, having excellent interpersonal and communication skills, ability to work independently and with a team.
- Ability to work well with others in a dynamic setting, set goals and hold self and others accountable, and ensure team members have what they need to be successful.
- Ability to engage across multiple efforts concurrently.
- Skilled in Microsoft Office.
- Ability to present clearly and succinctly.
- Ability to quickly determine and communicate relevant information.
Flexible On-Site Work Environment: This position requires regular in-person engagement by working on-site for three or more days per work week. Travel and local commute between Ball campuses and other possible non-Ball locations may be required.

- Work is performed in an office environment, laboratory, cleanroom, or production floor.
Verification that your current security clearance or government customer access meets the requirement for this position will be required.
Relocation for this position is available.
Compensation & Benefits:
- HIRING SALARY RANGE: $50,000 - $67,500 (Salary to be determined by the education, experience, knowledge, skills, and abilities of the applicant, internal equity, and alignment with market data.)
