Summary

This position serves as a senior Contract Specialist and technical expert in the Defense POW/MIA Accounting Agency (DPAA) and performs the full spectrum of contracting responsibilities (pre-solicitation, solicitation, negotiation, award, modification, management, post-award administration, and termination of contracts). This individual is responsible for the full spectrum of grants, cooperative agreements, etc. and is a senior advisor on all contract administration and management matters.

  • Must possess and maintain Contracting Level III certification as directed by Defense Acquisition Workforce Improvement Act (DAWIA)
  • Within 90-days of employment, the incumbent should be able to obtain and maintain contracts and/or grants warrant
  • Within 90-days of appointment the incumbent must graduate from the Defense Acquisition University Course GRT201, Grants and Agreements Management or another suitable alternative
  • Incumbent is required to file an OGE-450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually
  • Incumbent shall comply with all DoD, DPAA and WHS directives, instructions, orders, policies

The Contracting Series, 1102 has a Department of Defense (DoD) Individual Qualification Standard.
BASIC REQUIREMENT:
Degree: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

NOTE: The education requirements listed above apply ONLY to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000 are exempt from meeting this requirement (A SF-50 must be provided to show applicant is a current 1102 and has been in this series since October 1, 2000 if using this exception). Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 on or before September 30, 2000 are also exempt from meeting this requirement.*Failure to provide transcripts may result in you being rated ineligible for this position.

You may qualify at the GS-13 level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the GS-12 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates:
  1. Representing an agency in contract negotiations and meeting with high level business industry, scientific and/or government officials and,
  2. Overseeing a spectrum of contract officer responsibilities (such as solicitation, negotiation, award, administration, close-out, and termination of contracts); and,
  3. Providing expert guidance on regulations and policies related to acquisitions, contracting, grants or cooperative agreements to stakeholders.
In addition to meeting the Basic Requirement and the specialized experience requirements above, applicants must:
  1. Must have at least two years of experience in contracting positions; and
  2. Must have completed all contracting courses required for a contracting officer for positions at the level and grade at which the person is serving. Certification at this level is sufficient to meet this standard

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study
