Job Description
Summary
The Contract Specialist serves as an Agency Contracting Officer and Grants/Agreements Officer, and staff assistant to the Acquisition Director and/or Chief of Staff (CoS), providing full spectrum administrative management of agency contracts, grants, and cooperative agreements within the Defense POW/MIA Accounting Agency (DPAA). The mission of the DPAA is to provide the fullest possible accounting for our missing personnel from our Nation's past conflicts to their families and our Nation.

The Contracting Series, 1102 has a Department of Defense (DoD) Individual Qualification Standard.BASIC REQUIREMENT:Degree: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.NOTE: The education requirements listed above apply ONLY to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000 are exempt from meeting this requirement (A SF-50 must be provided to show applicant is a current 1102 and has been in this series since October 1, 2000 if using this exception). Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 on or before September 30, 2000 are also exempt from meeting this requirement.*Failure to provide transcripts may result in you being rated ineligible for this position.
You may qualify at the GS-12 level, if you fulfill the following qualification requirement:One year of specialized experience equivalent to the GS-11 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates:
- Monitoring contract performance for compliance with established parameters; and,
- Providing a spectrum of contract officer responsibilities (such as solicitation, negotiation, award, administration, and termination of contracts, grants, and cooperative agreements); and
- Providing guidance on regulations and policies related to acquisitions, contracting, grants or cooperative agreements.
- Must have at least two years of experience in contracting positions; and
- Must have completed all contracting courses required for a contracting officer for positions at the level and grade at which the person is serving. Certification at this level is sufficient to meet this standard.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
