About the Position: The primary purpose of the position is to serve as a Public Safety Telecommunicator for dispatching Fire, Emergency Medical Service (EMS), and Law Enforcement (LE) responders, monitoring alarms and activating Mass Notification Systems in Army Garrison Public Safety Answering Points (PSAPs) / 911 Centers.

- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Position is subject to shift work where the incumbent is required to work an alternate, rotating work schedule, which requires an uncommon tour of duty (including nights, weekends and holidays).
- Incumbent is required to work (mission essential) regardless of weather conditions or base closure and to report to the duty station at the regularly scheduled time.
- Incumbent may be required to wear a uniform.
- Incumbent must be a qualified typist (40 wpm).
- Incumbent must pass a pre-employment; fingerprint based criminal history investigation for any location that accesses Criminal Justice Information Systems.
- The incumbent is subject to initial and random urinalysis testing in accordance with agency guidelines.
- The incumbent is required to obtain and maintain a valid state driverβs license.
- The incumbent is required to obtain and maintain certification in: Cardiopulmonary Resuscitation (CPR). Emergency Medical Dispatch based on the program standards at the location assigned.
- Incumbent must complete the Department of Defense Telecommunicator I and II or equivalent based on the program standards at the location assigned.
- Incumbent must complete State National Crime Information Center (NCIC) certification based on assigned location.
- Incumbent must complete the National Incident Management System (NIMS) IS 100,300, 700, 800, and 907 courses.
- Continuous current certification is a condition of employment.
- The incumbent is responsible for attaining continuing dispatch education (CDE) requirements through in-service training that is offered locally and pass in accordance with predetermined course requirements.

Qualifications
In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience equivalent to the GS-06 grade level in the Federal Service which includes: 1) Answering emergency and/or non-emergency calls for police, fire, or ambulance assistance; 2) Dispatching emergency personnel as needed in accordance with priority level procedures; and 3) Operating communications software to perform dispatching duties such as: log calls, prepare reports of activities, and assist with medical dispatching until appropriate emergency units arrive.
Proficiency Required: This position requires a qualified typist. A qualified typist can type 40 words per minute based on a 5 minute sample with three or fewer errors.

Education

- CONDITIONS OF EMPLOYMENT - CONTINUED: Within 16 weeks from the date of employment, the incumbent will be required to demonstrate reasonable proficiency at locally established training guidelines on the use of E911, Computer Aided Dispatch (CAD), Land Mobile Radio (LMR), and station alerting software and equipment.
- CONDITIONS OF EMPLOYMENT - CONTINUED: The Incumbent must pass a pre-employment and periodic health analysis by a licensed physician in the following categories:
- Hearing - Distinguish, differentiate, and respond to multiple audible stimuli from personnel or equipment, such as telephone, radio, or alarms.
- Sight - Distinguish, differentiate, and respond to multiple visual stimuli such as printed documents, CRT displays, and indicator lights.
- Manual dexterity - Operate radios, computers, and other equipment used in telecommunications center.
- Speech - Clearly convey verbal messages utilizing telecommunications devices.
- Permanent Change of Station (PCS) allowances may be authorized, subject to the provisions of the Joint Travel Regulations and an agency determination that a PCS move is in the Government Interest.

- Student loan repayment may be authorized.
- Salary negotiations for those candidates who are new to Federal service may be authorized.
- Credit for prior non-federal work experience and certain military service for determining annual leave accrual may be authorized.
