Quality Control Manager
Job Description
The primary objective of the Quality Manager is to improve and maintain the quality of products and services provided by HMT. This is accomplished through the establishment and maintenance of documented corporate Quality Control Programs and by providing routine guidance and directive to Quality Assurance / Quality Control staffing as well as Operational Managers throughout the company. Additional controls and guidance will be provided to outside manufacturers and providers of goods and services to HMT. This is a nested position at the Citgo Refinery in Corpus Christi, TX.
DETAILED JOB DUTIES AND RESPONSIBILITIES
- Develop and maintain documented Quality Control Programs including, but not limited to QA/QC Manual(s), Welding Manual(s), and Best Practices Manual(s) as required by the various entities throughout HMT.
- Develop and maintain a Quality Training Program for subordinates and craft workers throughout HMT including desired and/or required documentation of such.
- Maintain a Best Practices Manual(s) for the various entities throughout HMT.
- Insure that subordinate QA/QC personnel are training and directing personnel in their respective departments/areas on the proper utilization of the various HMT QA/QC Manuals as well as the Best Practices Manual.
- Audit the various locations of HMT to insure that Company Quality process and procedures are being adhered to and report findings as needed.
- Assist with training of HMT personnel as required.
- Audit field locations as required to monitor craft efficiencies and to identify issues relevant to QA/QC and Best Practices.
- Develop and maintain a Quality Alert Program whereby issues, developments and directives pertinent to Quality and Best Practices can be communicated throughout the various entities of HMT.
- Communicate QA/QC and Best Practices issues and revisions to the appropriate entities throughout HMT via a Quality Alert Program.
- As required, represent HMT as Quality Expert in meetings with Clients and/or potential Clients to validate programs/procedures or address issues as they arise.
MINIMUM JOB REQUIREMENTS & ABILITIES
- Minimum of Ten (10) years experience the in field of Quality Assurance/Quality Control in a metals fabrication/construction industry.
- Extensive knowledge of the Aboveground Storage Tank industry and its standard practices and procedures.
- API 653 certification is required.
- AWS-Certified Weld Inspector (CWI) required.
- Extensive knowledge in Welding processes such as SMAW, FCAW, GMAW and GTAW.
- Must be knowledgeable in NDE processes such as PT, MT, VT, LT, VB and RT.
- Must be able to read Material Trace Reports, engineered drawing and customer specifications.
- Knowledgeable in preparing inspection test plans.
- API 510, 570 & 571 certifications preferred but not required.
- NDE Level II PT, MT and VT preferred but not required.
- Bachelor of Science degree in an Engineering discipline is preferred but not required.
- Excellent communications skills, both verbal and written.
- Demonstrated ability to apply innovative and effective management techniques to maximize performance while minimizing risk to Company.
PHYSICAL DEMANDS OF JOB
- Work involves standing and walking for brief period of time but the majority of tasks are completed from a seated position
- Work may include occasionally having to push, pull and carry heavy files up to 30 pounds and equipment up to 50 pounds.
- Work will require occasional trips to the field which may include climbing multiple high stair cases and ladders.
WORKING ENVIRONMENT

Internal: The work is normally performed in an office setting, in climate control where exposure to weather extremes is limited. Noise levels are commensurate with an office environment. No hazards are known to be encountered while performing the office portion of this position. Dress is business casual. |

External: The position requires frequent travel outside the office to remote and/or local industrial locations where individual will be exposed to temperature extremes both hot and cold. Frequent exposure in this setting to high noise levels, dust levels and hazardous conditions. |
