Summary

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

To qualify for the GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Maintaining and updating land, buildings, structure, utilities, and/or relocatable property records to reflect additions, deletions and changes to a Real Property Inventory; 2) Coordinating with Project Managers and Acquisition personnel to draft technical documents required for construction and capital improvement projects; 3) Preparing technical reports or point papers to present to management; and 4) Resolving Real Property discrepancies found during virtual inventory processes.

To qualify for the GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Maintains and updates property records to reflect additions, deletions and changes to a Real Property Inventory; 2) Completes technical documents required for construction and capital improvement projects; AND 3) Prepares and presents technical reports and point papers.

To qualify for the GS-9: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Assists with maintaining and updating property records to reflect additions, deletions and changes to a Real Property Inventory; 2) Ensures retention of required financial documentation in accordance with requirements; AND 3) Prepares and presents technical reports and point papers.

Education

For the GS-9:
You have successfully completed a master's or equivalent graduate degree.
OR
You have successfully completed two full years of progressively higher level graduate education leading to a master's degree.
OR
You have successfully completed an LL.B. or J.D., if related that is related to the position being filled.
OR
You have a combination of experience and graduate education as described above that equates to one year of experience. Your percentage of the required education plus your percentage of the required experience equal one hundred percent.

For the GS-11: Applicants that do not meet the specialized experience described above may qualify with education or a combination of education and experience as described below:

You have successfully completed a Ph.D. or equivalent doctoral degree.
OR
You have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.
OR
You have successfully completed an LL.M. degree that is related to the position being filled.
OR
You have a combination of experience and graduate education as described above that equates to one year of experience. Your percentage of the required education plus your percentage of the required experience must equal one hundred percent.

This announcement uses the Defense Industrial Base, Major Range and Test Facilities direct hire authority to recruit and appoint qualified candidates to certain positions in the competitive service.

Certain incentives (such as Recruitment, Relocation or Student Loan Repayment) may be authorized to eligible selectees.

Relocation incentives as described in 5 USC 5753 may be authorized in accordance with applicable regulations. PCS is not authorized.

This position is eligible for part time, full time or ad-hoc telework at the discretion of management.

A forty hour work week is typical for this position.

If selected below the full performance level, you may be noncompetitively promoted to the next higher grade level after meeting all regulatory requirements, and upon the recommendation of management. Promotion is neither implied nor guaranteed.

PHYSICAL DEMANDS: The work is principally sedentary and the incumbent may sit comfortably to do work. Some walking, standing, or carrying light objects may be performed. Manual dexterity is required in operation of a calculator and/or other office machines.

WORK ENVIRONMENT: The work involves normal risks or discomforts associated with an office environment that is usually adequately lighted, heated, and ventilated. There may be occasional exposure to dusty or dirty conditions while traveling visiting activities and future project sites. No special precautions or protective clothing are needed on a routine basis. However, field visits near airfields or construction sites could expose the incumbent to temporary adverse environmental conditions such as noise, heat, biting insects, dust etc.
