Summary

Positions are with HQ/Energy, Minerals, and Realty Management Directorate, Division of Renewable Energy (HQ330) located in Washington, DC.
Duty Location will be Washington, DC or Grand Junction, CO.

  • Selectees w/less than 3 years exp. as a Realty Spec. (GS-1170) are req'd to attend a 3-part Lands and Realty Academy at BLM's National Training Center. Failure to complete/pass this Academy may result in your termination.
  • May require a one year probationary or trial period.

Qualifications

For GS-14: You must possess one (1) full year of specialized experience at or equivalent to the GS-13 level that is equivalent in difficulty and complexity. Specialized experience is defined as:
  • Experience expertly interpreting and applying lands and realty legal authorities including regulations, manuals, legal opinions and decisions;
  • Consulted as an authority with lands and realty programs associated with multiple-use resource management in programs such as land acquisitions, exchanges, disposals, withdrawals and/or rights-of-way;
  • Working with outside partners and other agencies in land tenure adjustments;
  • Managing and interpreting lands and realty data;
  • Interpreting or developing policy and realty related training; and
  • Experience working on complex realty related issues and policies.
For GS-13: You must possess one (1) full year of specialized experience at or equivalent to the GS-12 level that is equivalent in difficulty and complexity. Specialized experience is defined as:
  • Experience understanding and applying lands and realty legal authorities including regulations, manuals, legal opinions and decisions;
  • Working with lands and realty programs associated with multiple-use resource management in programs such as land acquisitions, exchanges, disposals, withdrawals and/or rights-of-way;
  • Working with outside partners and other agencies in land tenure adjustments;
  • Assisting and supporting lands and realty data;
  • Organizing or contributing to policy and realty related training; and
  • Experience working on realty related issues and policies.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Tax Law Impact for PCS: Moving expenses reimbursement is a taxable benefit. However, the Federal Travel Regulation 18-05 issued by General Services Administration has authorized agencies to use the Withholding Tax Allowance and Relocation Income Tax Allowance to pay for "substantially all" of the increased tax liability resulting from the "2018 Tax Cuts and Jobs Act" for certain eligible individuals.
