Summary
This position located in the Federal Highway Administration (FHWA), Office of Environment, Planning & Realty. The Realty Specialist is responsible for carrying out FHWA real estate and outdoor advertising programs and other related activities that are necessary to administer the real estate program.Ā

CONDITIONS OF EMPLOYMENT:
- SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.
- GOVERNMENT TRAVEL CARD: This position involves travel.Ā A government contractor-issued travel card will be issued and must be retained for official business only.
- PCS/RELOCATION/RECRUITMENT:āÆPermanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization varies by position/selection and aāÆservice agreement may be required.
- PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed).
- TIME-IN-GRADE:Ā Federal applicants must have served 52 weeks at the next lower gradeĀ in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
- DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).
- BACKGROUND INVESTIGATION: You will be required to complete a background/security investigation and meet preliminary requirements prior to onboarding.
- TELEWORK ELIGIBILITY:Ā This position may be eligible for occasional and/or regularly scheduled telework.Ā The number of telework days approved will be determined by your immediate supervisor or manager following the agencyās telework policy and guidance. If participating in the telework program, you will be required to sign a telework agreement detailing agency telework policy requirements, working conditions, and expectations for the position.
Qualifications
To determine which grade(s) you may be eligible for, review the following grade specific details.Ā You will be asked a few questions as part of your application but make sure to verify how you meet this experience in your resume or you may be deemed ineligible.Ā Ā
For theĀ GS-12:Ā You qualify for this grade level if you haveĀ at least one year of specialized experience, equal or equivalent to the GS-11 grade level,Ā which included:
- Experience with the Uniform Relocation Assistance and Real Property Acquisition Policies Act; AND
- Experience working in real estate programs under the authority of eminent domain statutes.
For theĀ GS-13:Ā You qualify for this grade level if you haveĀ at least one year of specialized experience, equal or equivalent to the GS-12 grade level,Ā which included:
- Experience interpreting and evaluating compliance with the Uniform Relocation Assistance and Real Property Acquisition Policies Act and one of the following: the Highway Beautification Act; or the Federal-aid Right-of-Way regulations at 23 CFR part 710; ANDĀ
- Experience administering a real estate program under the authority of eminent domain statutes.
You cannot qualify on education at grades GS-12 and above, you must meet the specialized experience for each grade, which is cited above.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

- Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Ā Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Ā You will receive credit for all qualifying experience, including volunteer experience.
