Summary
This position is assigned to the Liberty and Deployed Forces Support (DFS) program, Morale, Welfare and Recreation (MWR) Department; Commander Fleet Activities Chinhae, Korea. This position is responsible for the routine daily operations of the Liberty Center and DFS Program and act as liaison with Fun and Fit Boss for shipboard recreation services and equipment repair, maintenance and replacement within the Region.
*ACCESS TO MEDICAL AND DENTAL CARE IN JAPAN IS EXTREMELY LIMITED.*

- Requires some long periods of standing, walking, hiking, driving (pick-up trucks, cars, vans) active games and travel by air, bus, train or boat.
- Must be able to lift up to 45pounds.
- Must be able to successful completion of T3 investigation.
- Must be able to obtain and maintain a government driver's license for up to an 11-passenger van.
- Must be able to obtain and maintain valid CPR and First Aid certification.
- Must complete and maintain Alcohol Risks Training on an annual basis.
- Must be able to work uncommon tour of duty/rotating schedule, including nights, weekends, and holidays.
Qualifications
- Minimum One Year of Experience: Experience that equips the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.
- Knowledge of the principles, techniques and methods of recreation procedures used in organizing, planning, administering and conducting leisure time activities.
- Knowledge of the scope of activities available and their suitability for individuals, groups, ages, and interest.
- Knowledge of Navy Morale, Welfare, and Recreation (MWR) programs.
- Knowledge of Navy Recreation policies and procedures.
- Knowledge of constraints placed on the MWR Programs.
- Knowledge of and ability to apply the NAF procurement process and procedures.
- Skill in implementing and executing leisure time activities.
- Skill in the use of automated data base terminals to search effectively and efficiently in a variety of sources.
- Skill in the use of Microsoft Office Suite software (e.g. Word, Excel, PowerPoint, etc).
- Skill in planning recreation programming and planning activities for junior sailors and visiting ships.
- Ability to utilize resources effectively.
- Ability to solve problems that arise from dealing with large, diverse groups of people.
- Ability to interact effectively both orally and in writing with facility users, other staff members and supervisors, using tact and courtesy to accomplish assigned tasks.
- Ability to communicate effectively in explaining Liberty procedures and policies to patrons.
- Ability to assist in the marketing of programs and to motivate patrons.
- Ability to evaluate participant response to activities and the extent to which the activities are meeting their goals and objectives.
- Ability to work independently and make decisions without direct supervision.
- Ability to develop and effectively deliver presentations and/or training to MWR staff and the military community.
Education
- When education is a basic requirement for the position, or when substituting education for experience, applicants MUST submit a copy of your high school transcripts, college transcript, or a list of courses, which includes grades earned, completion dates, and quarter, and/or semester hours earned as part of your application package.
- Foreign education must include evidence that it is comparable to education received at accredited educational institutions in the United States.
- Transcripts from foreign colleges must be evaluated for U.S. equivalency in order to be considered. Applicants are responsible to obtain and submit proof of creditability of education as evaluated by a credentialing agency, which is a private U.S. organization. Credential evaluations are not free and applicants are responsible for the cost of the selected service.
- All substitutions of education for experience will be made in accordance with OPM approved qualification standards.
- To receive consideration for a non-related degree or eligibility based on a combination of education AND experience, a college transcript is required.
- All transcripts MUST show student's name and the name of the awarding university or educational institution, degree type, awarded/conferred date, and the field of study.
- *If your degree has not been awarded/conferred, you must provide a copy of your HS Diploma or equivalent along with transcript(s).
- Only attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education are acceptable to meet positive education requirements or to substitute education for experience.
