Program Manager Position Description

KBR is seeking a Program Manager to support the Army Recruiting and Retention Task Force (ARTF). PM will support the ARTF's Director, Chief of Staff, and other team members' actions supporting initiatives to improve the recruiting process, modernize the enterprise, address recruiting challenges, mitigate risk to the All-Volunteer Force, and position the Army for success in the future. The selected candidate will provide Program Management and business leadership to direct and contribute to the successful execution of pilot programs within the ARTF to the recruiting enterprise. Serve as a focal point to synchronize, integrate, and coordinate recruiting and retention initiatives related efforts for all stakeholders (Training and Doctrine Command, Army Recruiting Command, Army Enterprise Marketing Office, HQDA G-1, U.S. Cadet Command, and US Military Academy)

Duties will include:

  • Assemble and facilitating working groups, collaborate with internal and external stakeholders to support Army Recruiting and retention pilot programs.
  • Make sound judgments concerning program activities and progress.
  • Execute staff actions and assigned taskings to support ARTF efforts; Prepare and manage internal/external taskings to stakeholders via task management systems (i.e.: TMT and CATMS)
  • Prepares written products (reports, info papers, presentations, and executive summaries) to shape and defend ARTF programs; prepare and present briefings to leadership and stakeholders.
  • Oral and written communication skill with proficiency in Microsoft Office products (Excel, Word, PowerPoint, Teams).
  • Answer requests for information from legislature (e.g. Congress) and senior stakeholders.
  • Contribute to the determination of resource needs and allocation of resources (funding, manpower, facilities, etc.) for life-cycle management of the assigned program.
  • Serve as the central contact point within the ARTF for all matters concerning the assigned program(s).
  • Establish program objectives and units of measure for determining when objectives have been met. Provide independent program assessments that serve as the basis for major milestone decisions
  • Performs analysis, evaluation, and recommendations to Government representative on all aspects of the planning, programming, budgeting, and execution for assigned program(s) to include ROM and IGCE development.
  • Establishes schedules for planning, coordination, accomplishment of work, and milestones / decision points
  • Develop a comprehensive business plan, defining goals and objectives, an implementation approach, resource and investment needs, an informed risk management plan, and an opportunities roadmap
  • Ensure buy-in to the business plan and maintain transparent communication with internal and external stakeholders. Ensure cross-functional commitments and resolve escalations

Required Qualifications:

  • Bachelor's Degree in business administration, accounting, marketing, finance, economics or equivalent experience required (Master's Degree preferred)
  • The ability to understand cost, schedule, and performance data, and make simple, actionable recommendations or easily differentiated courses of action.
  • DAWIA or BtB Level II Program Management, Level III (preferred)
  • Project Management Professional Certification (preferred)
  • Lean Six Sigma Certificate (preferred)
  • 11-15 total years of related work experience.
  • 3-5 years work experience within HQDA G-1, Training and Doctrine Command, Army Recruiting Command, Army Enterprise Marketing Office, U.S. Cadet Command, US Military Academy, and or similar organizations (preferred)
  • No clearance needed
