Summary

The primary purpose of the position is to provide short term, solution focused individual and group counseling on commonly occurring life situations, and education on resiliency/wellness topics. The incumbent will serve as a liaison to the Region Sexual Assault Response Coordinator, providing immediate sexual assault response and coordination to allegations of sexual assault.

Conditions of Employment

  • The incumbent may be required to deploy/TDY to remote sites and installations within EURAFSWA AOR. Deployment lengths will vary from a few days to over 6 months at a time.
  • The incumbent may be on call 24 hours a day while deployed for critical crisis intervention situations.
  • While deployed/TDY, the incumbent may share billeting with a junior officer; meals are obtained from on-site messing, galley or other designated establishments.
  • Incumbent must possess the ability to assess situations where safety equipment such as safety shoes, hard hat, eye protection and hearing protection are required.
  • As a position of trust and ITII position, employment is conditional on the successful completion of an Access National Agency Check (ANACI) and contain no convictions of sexual assault and domestic violence.
  • Position requires a Secret Security Clearance to be obtained and maintained.
  • Must successful complete DoD Sexual Assault Advocate Certification, DD Form 2950, and obtain DoD Certification within 6-months of hire.
  • The incumbent must possess and maintain a valid driver's license and operate a motor vehicle.
  • The incumbent must apply and maintain a US No-Fee Passport upon employment.
  • Due to worldwide travel, all required vaccinations, including the anthrax vaccination, may be required as a condition of employment per DoD requirements.

Qualifications

Knowledge of the dynamics of sexual assault, knowledge of the military, Department of Defense (DoD), and Sexual Assault Prevention and Response (SAPR) program guidance, along with local, state, and federal laws and military regulations pertaining to victims of sexual assault is preferred.

The ability and skill to provide effective trainings and briefings, Independent clinical skills and sound judgment necessary to provide assessment, triage and referral of clients presenting with a risk of harm to themselves or others.

The ability to understand, be sensitive to, and have empathy for victims.

Incumbent must also have the ability to develop trusting helping relationships and to work effectively with individuals and families from diverse racial, ethnic, religious, and socioeconomic backgrounds.

The analytical ability to intervene in crisis situations, using sound professional judgment, ethical practice, and common sense.

The incumbent must have the ability to work cooperatively with military and civilian medical, social service, law enforcement, and legal personnel on behalf of victims.

The ability to perform skillful oral and written communications.

The incumbent must have knowledge of Microsoft Office Suite, be skilled in the use of office software applications to prepare management reports and use software to develop information; able to enter data in required management reports.

The incumbent must maintain professional boundaries and ethics to the highest extent in using extreme caution when interacting with sailors while deployed/TDY to remote sites in order to assure that no harm is done to clients due to the inappropriate crossing of professional boundaries.

Education

The incumbent shall be Tier III qualified as outlined in Navy FFSP Credentials Review and Clinical Privileging requirements. These include:

(1) Current, valid, unrestricted state licensure or certification that provides legal authority to provide clinical services as an independent practitioner.

(2) When the state licensing or certification requirements include a written examination, candidates must have achieved a passing score on that examination.

(3) Possess at least a master's degree from an accredited program in one of the following clinical fields: Social Work or an equivalent degree, Marriage and Family Therapy from a program accredited by the Commission on Accreditation for Marriage and Family Therapy Education (COAMFTE) or an equivalent degree; Mental Health Counseling from a program accredited by The Council for Accreditation of Counseling and Related Educational Programs; or doctorate in Psychology approved by the American Psychological Association (APA) or equivalent degree from an accredited program.

(4) Must have engaged in 2 years (which includes at least 2000 hours) full-time, postmasters supervised clinical experience.

(5) Have two years, full-time post-license clinical experience.

Additional information

Some positions have special requirements. Selection may be tentative pending the completion of these requirements. Applicants may be required to submit proof of education, participate in medical screening, drug testing, etc. All selections are contingent upon satisfactory employment reference checks. Employment is subject to successful National Agency Background Check. Occupants of this position must maintain the privacy of official work information and data and demonstrate the highest level of ethical conduct.

Selectees initially recruited from the United States or who are already on a Transportation Agreement may be entitled to transportation and moving costs for themselves and their family members. Household goods may be shipped and a Living Quarter Allowance (LQA), is paid to cover monthly housing and utility costs.

Applicants recruited from the United States are entitled to a tax-free Post Allowance (PA) and Living Quarters Allowance (LQA). In addition, incumbents are authorized use of the Navy Exchange, Defense Commissary and MWR programs. Additional information will be provided upon selection.
