This role will be based in Bangkok, Thailand. You must be legally authorized to work in Thailand. 


What you will do?

The Regional Office Operations Manager supports Bixal country (project) offices throughout Asia and regional operations to ensure efficient and timely support for projects in the region. This entails managing Bixal’s new Regional Office based in Bangkok, Thailand and supporting a range of operational functions related to finance, human resources, logistics, administration, contract compliance, and maintaining legal registration in coordination with corporate teams based at Bixal’s Home Office in the United States. This position will ensure excellence in global program implementation by helping extend Bixal’s support services across a wider range of time zones. At present, Bixal has two country/project offices in Asia; the Regional Office Operations Manager will play a key role in launching Bixal’s new Regional Office in Thailand, which in turn will support Bixal’s further growth in Asia.The successful applicant will have managerial experience working on US Government contracts and with managing offices in Thailand. Specific responsibility and qualifications are below. 

 

Responsibilities

  • Coordinate between country project offices and home office teams to promote operational efficiency insecurity, finance, legal, human resources, procurement, and other operational domains. 
  • Support adherence to organizational best practices, facilitating regular compliance reviews to improve project workflow. 
  • As a project manager for select USAID contracts, supporting contract administration, procurements, and logistics, including drafting client approval requests and the drafting, execution, and management of consultant, subcontractor, and other vendor contracts. 
  • Support routine office functions by procuring and processing payment for vendors necessary for office operations.
  • Oversee procurement and ensure compliance on subcontracts with local partners in Thailand and within the region. 
  • Monitor and manage project budgets, timekeeping compliance, and client financial reporting in collaboration with the Home Office Finance unit and project teams. 
  • Administer payroll procedures for staff employed through Bixal Thailand and monitor employee timekeeping. 
  • Work with Home Office staff to develop and implement office administrative and personnel systems. 
  • Assist in setting up the office space, including furniture, equipment, and utilities. 
  • Support recruiting and onboarding activities to ensure that regional office staffing needs are met, that regional staff and consultants are properly oriented to Bixal policies, and that they feel a part of the Bixal team. 
  • Lead in drafting and reviewing employment agreements for Thai staff.
  • Liaise with Bixal’s legal counsel in Thailand to ensure compliance with contracts and policies in Thai law. 
  • Support Bixal’s legal counsel in Thailand in for mandatory legal filings related to registration, taxation, employment, work permits for non-Thai employees, and other matters as required by law.
  • Ensure benefits and compensation compliance with Bixal and Thai government policies.
  • Promote team awareness of Bixal policies and ensure compliance with Quality Management Systems and project management procedures. 
  • Establish and monitor procedures for record-keeping, including maintaining filing systems that ensure data security, integrity, and confidentiality.
  • Provide inputs and recommendations to develop, refine, and improve global systems and processes in coordination with other Bixal units (i.e., Finance, People & Culture, Operations, Security, etc.). 
  • Set up a regional office by identifying an appropriate office space and procuring office equipment and materials.
  • Implement and enforce office security plans and protocols in coordination with Bixal’s Global Director of Risk and Security by conducting regular security audits and drills, training staff on emergency procedures, including first aid and evacuation plans, coordinating with security personnel to monitor office premises, respond to office security incidents, and maintaining emergency contact lists and procedures. 
  • Act as the primary point of contact during emergencies and coordinate responses as delegated by Bixal’s Global Director of Risk and Security. 

Qualifications

  • Bachelor’s degree in International Relations, Political Science, Economics, or related subject, plus a minimum of seven years of relevant professional work experience
  • Demonstrated experience managing large-scale USAID contracts and deep knowledge of USAID government/donor contracting practices and regulations. 
  • Excellent verbal and writing skills, including expert cross-cultural communication skills in English and Thai. 
  • Strong financial management skills, including proficiency in Excel and experience in developing and managing budgets for USAID contracts; experience with QuickBooks or comparable accounting software a plus.
  • Demonstrated ability to manage multiple projects simultaneously. 
  • Superior management and organizational skills. 
  • Proven track record of proactive risk management and mitigation. 
  • Strong cultural competence and ability to work flexible hours to accommodate clients or consultants in other time zones. 
  • Willingness and ability to travel overseas for short-term assignments, such as country office set-up and close-out, up to 15% of the time. 
  • Strong attention to detail and ability to follow through on multiple tasks. 
  • Willingness to learn new tasks or functional areas.
