Job Description Summary:
Community Health Center, Inc. (CHC), with offices in Connecticut, Colorado and California, is one of the country's most creative and dynamic providers of primary medical, dental, and behavioral health services, and a leader in practice-based research, health professionals training, and use of innovative technologies to advance health and healthcare. CHC is designated as a federally qualified health center and a patient-centered medical home by HRSA, the Joint Commission, and NCQA, respectively. We deliver more than 600,000 patient visits per year from primary care hubs and community clinics across the state of CT, all connected by technology and common standards for quality. We employ several hundred medical, dental, and behavioral health providers who are engaged in practice, teaching, and research. Our Weitzman Institute is devoted to research and practice transformation and is recognized around the country as one of the premier research institutes focused on improving health care and health outcomes for special and vulnerable populations. In addition, the organization has developed three wholly owned subsidiaries from the original pilot developments within the Weitzman Institute: the National Nurse Practitioner Residency and Fellowship Training Consortium (NNPRFTC), the National Institute for Medical Assistant Advancement (NIMAA), and ConferMed.

Job Description:

Responsible for managing the complete life cycle of projects identified as priorities within CHCI for the grant department. This includes defining business objectives, vision, success criteria and measurement, budget and/or ROI analysis, scope, developing an implementation plan and project management throughout the project. This also includes standard and thorough documentation of these processes, excellent communication with CHCI staff and other constituents. Special projects will include: federal indirect and fringe rate development, Workday system development and testing, Award set up, analysis projects (for cash receipt, grants revenue, receivables, time and effort reporting, 340B income), accounting quality control projects.

ROLE AND RESPONSIBILITIES
  • Develops project business benefit analysis in collaboration with staff. Works with identified staff through project initiation and prioritization process.
  • Establishes and oversees effort to scope the project, determine project objectives, approach and deliverables. Responsible for successful delivery and implementation of project within scope and on schedule and on budget.
  • Develops and maintains project plans. Monitors project progress and performance to ensure completion of tasks, subtasks, and deliverables on schedule.
  • Provides timely and effective communication of project status and key milestones to all stakeholders.
  • Identify and escalate critical issues in a timely manner.
  • Ensure teams are taking corrective action as necessary to deliver complete scope, desired quality and timeliness.
  • Keep teams apprised via project plans, meetings and discussion minutes of project tasks identified, tasks to be completed, and work not completed.
  • Act as a problem solver and drive decisions. Produces the final playbook for the project.
  • Manage and guide senior grant accountants' projects to accomplish the goals of the organization
  • Collaborate with external consultants.
  • Identifies and manages risk and issues that jeopardize successful and timely completion of all project related tasks and deliverables.
  • Identifies and manages resource requirements and constraints. Understands roles and responsibilities of each project team member in order to effectively utilize and administer team resources and activities.
  • Ensures resources are assigned to create appropriate test planning and execution, documentation and training, manages implementation and transition activities including lessons learned.
  • Supports the tracking or success metrics for reporting
  • Utilizes, contributes to, and trains others on project management methodology.
  • Performs other duties as assigned.

QUALIFICATIONS
  • Required Skills and Education
  • Bachelor's degree in accounting
  • Advanced degree in accounting, business, computer science or related field
  • Years of experience required (10 years minimum), can be overlapping from requirements below)
    • 5+ years experience doing general accounting
    • 5+ years experience in grants accounting
    • 5+ years in an accounting speciality (cost accounting, revenue analysis, patient accounting, or health center operations accounting)
  • 5+ years project management experience
  • Working knowledge of health care industry
  • Knowledge of Workday
  • Demonstrated ability to establish positive working relationships with customers, stakeholders and team members
  • Solid knowledge of project management methodologies, tools & techniques.
  • Strong ability to collaborate with individual contributors to define business process issues, analyze operational efficiencies, implement creative solutions and measure delivery results
  • Excellent oral and written communication skills
  • Impeccable attention to detail and organizational skills
  • Experience with diagnosing and troubleshooting technology problems
  • Desire to assist in developing processes and systems
  • Strong business acumen; ability to make high quality decisions and demonstrate excellent judgment
  • Preferred Skills
  • Workday Certification(s)
  • Knowledge of Electronic Medical Record based Systems
  • PMP certification
PHYSICAL REQUIREMENTS/WORK ENVIRONMENT

Works primarily in a moderately sedentary environment. Physical effort generally involves occasional walking between building sites and frequent travel to all locations.
