OVERVIEW

Caribou Thunder is seeking a Resource Analyst to support an office that manages several actions dealing with operational programs. The office has a staff of five, is medium to fast-paced, and the location is within a single building. This role will report to the Center Chief and Deputy Chief as part of a team that provides support to 12 departments.

EDUCATION

• Minimum of 8 years of experience in project/program management, quantitative analysis, or financial analysis. 
• Bachelor's Degree in business administration or a closely related field with a concentration in financial management, financial analysis, quantitative analysis, or social sciences.
• Master’s Degree in quantitative analysis, financial analysis, social sciences, or MBA may substitute for two years of work experience.

RESPONSIBILITIES

• Provide transactional support in a customer facing area.
• Work independently with all departments to build and track spend plans, develop out year budget proposals: define and draft program impact as the result of changes.
• Work closely with each department as well as the department C/DC to trouble shoot issues that develop and to implement enhancements needed to provide center wide management of financial resources.
• Produce analysis/reports to enable decision making on how to adjust the alignment of resources when needed to support mission requirements.
• Validate current expenditures against the planned budget.
• Support the components’ budget planning activities with responsibilities to include drafting/coordinating responses to queries from resource managers.
• Provide training and education on the standardized resource management tool and provide user guidance to the departments.
• Work with the departments to assist in the development of a strategic fiscal year Spend Plan.
• Monitor and track available funds for unscheduled priority operational requirements, and assist with budget exercises.
• Maintain frequent and close contact with department's staff managers, field officers, and appropriate budget and finance officers.
• Provide up-to-date information as needed to support ad-hoc queries.
• Create reports to track, forecast, and provide metrics on a regular basis as determined by each department
• Identify deficit/surplus funding and notify management in a timely manner.
• Provide monthly updates on the status of the budget execution and more frequently as dictated by budget cycle.
• Support budget planning and budget execution activities, including drafting and/or coordinating responses to queries from managers.

QAULIFICATIONS

• Intermediate level of proficiency with Microsoft EXCEL.
• Verbal and written communication is required daily, informal briefing is occasionally required and providing information to customers is required on a regular basis.
• Familiar with department contracts, MOU’s, operational expenditures, and categories within the spend plan.
• Familiar with, process, and track MOCs/MOFAS/SADS/RSADS.
