Job Description

T-Rex is seeking a Risk Manager to support deployment of healthcare management technology to military treatment facilities (MTF) and installations around the world. The candidate will work closely with staff at site, senior T-Rex Technical Leads, DHMS leaders/staff and DHMS vendors to plan and execute technology deployments and address readiness and execution issues.  

The PEO Defense Healthcare Management System (DHMS) is transforming the delivery of health care and advance data sharing through a modernized electronic health record for service members, veterans and their families. The Workforce 3.0 program within DHMS is a managed solution that leverages innovative new processes, methods, and best-in-class methodologies from the private sector to enable the entire PEO DHMS workforce to deliver world-class technology. The DHMS systems provide important health IT capabilities to 9.6 million active duty military, their families, and their beneficiaries. This program supports management of technical deployments, field deployments, and technology training/adoption. Lets talk about how you can help make a difference!

Responsibilities: 

  • Completes work assignments by applying up-to-date knowledge in subject area to meet deadlines; following procedures and policies, and applying data and resources to support projects or initiatives; collaborating with others, often cross-functionally, to solve business problems; communicating progress and information; identifying and recommending ways to address improvement opportunities when possible; and escalating issues or risks as appropriate.
  • Develops requirements for process or system solutions within assigned business domain(s) by interfacing stakeholders and appropriate IT teams (ex. Solutions Delivery, Infrastructure, Enterprise Architecture).
  • Develops an understanding of and executes requirements gathering methodologies to identify business, functional, and non-functional requirements (for example, SMART) within designated business domain.
  • Assists in the development and documentation of comprehensive business cases to assess the costs, benefits, ROI, and Total Cost of Ownership (TCO) of proposed solutions.
  • Supports the evolution of applications, systems, and/or processes to a desired future state by building and leveraging an up to date understanding of how current processes impact business operations for assigned domain(s).
  • Maps current state against future state processes.
  • Identifies the impact of requirements on upstream and downstream solution components.
  • Provides recommendations to team or department leadership on how to integrate requirements with current systems and business processes for assigned domain(s).
  • Identifies value gaps and opportunities for process enhancements or efficiencies.
  • Supports solution design by researching how to help translate requirements into workable business solutions.
  • Identifies and recommends additional data and/or services needed to address key business issues related to process or solutions design.
  • Supports the evaluation of third-party vendors as directed.
  • Recommends regional and/or national process improvements which align with sustainable best practices, and the strategic and tactical goals of the business.
  • Supports continuous process improvement by participating in the development, implementation, and maintenance of standardized tools, templates, and processes across assigned business domain(s).

Requirements: 

  • Minimum five (5) years' experience in risk management, governance, compliance, or security
  • Successful implementation of at least one project with organizational change that had measurable positive results in a clinical, hospital, or insurance industry environment is preferred
  • Experience in the use of resources, cost management and project tracking and management tools such as MS Project (or similar tool)
  • Ability to understand the SDLC (System Development Life Cycle) and Agile methodology disciplines
  • Experience in various Project Management and Product Development concepts, methodologies, and processes
  • Ability to Lead/Facilitate project Executive Meeting to obtain schedule, issues, risk, and dependency updates

Desired Skills: 

  • Bachelor’s Degree preferred in Information Technology, Computer Science, Engineering, Data Science, Health Informatics, Medicine, Nursing, Business, or another relevant discipline 
  • ITIL v4 Foundation certifications 
  • Experience in the health IT industry and with medical devices  
  • Experience at the Defense Health Agency 
  • Experience with security standards such as NIST (National Institute of Standards and Technology), HIPAA HITECH, and PCI, is preferred
