The Scrum Master is a servant-leader for the scrum teams, and is accountable for ensuring the effective understanding, adoption and continuous improvement of the FHLB Dallas Agile Framework to maximize delivery of sustainable, measurable value to FHLB Dallas members and communities.
The Scrum Master is a change agent that is passionate about enabling a culture that creates self-organizing, continuously improving, resilient, high-performing scrum teams. They help teams use empirical, data-driven decision making to identify and respond to evolving threats and opportunities.
Successful candidates in this role will have experience understanding and communicating Agile values, principles, techniques and practices and are able to apply them effectively for scrum teams to be successful. They are energetic learners, teachers, and servant leaders that model professional and ethical behavior in alignment with Agile values and principles.
PRIMARY RESPONSIBILITIES:
Maximizing sustainable and measurable value delivery of the scrum teams:
- Ensure that scrum team and their stakeholders effectively apply the FHLB Agile Framework to create transparency into the product delivery
- Facilitate scrum ceremonies: daily scrums, sprint reviews, retrospectives, backlog refinement, sprint and release planning and other scrum-related meetings
- Responsible for risk management monitoring and sprint execution tracking with Evidence Based Management framework
- Support and educate Product Owners for effective product backlog management, refinement and prioritization to maximize the business value
- Ensure that product vision, goals, scope, and domain knowledge are understood by the scrum team
- Lead effective group facilitation to create a trusting and safe environment for effective collaboration among diverse team members
- Remove impediments or guide the team to remove impediments and manage interdependencies so the team can maintain focus on sustained value delivery
- Champion and promote higher standard of quality, craftsmanship and continuous delivery of business value
- Ensure effective use of relevant Agile technical practices, like Story-Mapping, Story-Slicing, Impact-Mapping, BDD, ATDD, TDD, CI/CD, Unit Testing, Refactoring and Automated Testing, etc.
- Foster a positive and motivating culture of openness, heightened accountability, continuous improvement, self-organization and self-sufficient
Promoting change and effective adoption of Agile within the Bank:
- Act as Agile envoy who ensures that people in the Bank have an accurate awareness and understanding FHLB Agile Framework
- Champion and responsible for enforcing the Rules of Scrum and ensure correct understanding and effective adoption of Agile Manifesto and Agile Principles
- Promote changes that increase the productivity of scrum team and help employees and stakeholders understand and enact Scrum and empirical product development
- Mentor and coach the team members on Agile values and principles such as self-organizing, cross-functionality, transparency, team accountability and prioritization
- Help scrum team members and stakeholders identify and change unhelpful interactions that are preventing the value delivery
- Coach and influence other development teams in which scrum is not yet fully adopted and understood
Continuously improvement of Agile maturity of the Bank:
- Act as change leader who continuously promotes the effective adoption of scrum and the FHLB Agile Framework
- Ensure effective application of FHLB Agile Maturity Assessment tool to inspect and improve scrum team maturity
- Collaborate with the FHLB Agile Community of Practice, IT and Business to continuously improve the development and artifacts of the FHLB Agile Framework
- Work with other Scrum Masters to evaluate and increase the effectiveness of the Agile practice, and continuously improve the proficiency of Scrum Masters in the Bank
JOB REQUIREMENTS:
- Bachelor’s degree; preferred in Computer Science, Information Systems or Business Management
- Certified Scrum Master CSM, PMI-ACP, PSM-1 or equivalent Agile certification. Project Management Professional (PMP) certification is a plus
- Minimum 3 years of current experience as a scrum master
- Minimum 5 years of implementation experience with full software development lifecycle projects
- Broad knowledge and experience with Agile technical practices: Story-Slicing, BDD, ATDD, TDD, Continuous Integration, Continuous Deployment, Unit Testing, Pairing, Refactoring, Automated Testing, etc.
- Possess diverse interpersonal communication styles and relationship building skills that foster trusts and cooperation across multiple functional areas and multiple levels within the organization
- Expert facilitation skills to work with diverse personality, culture background and organization structure; demonstrate experience in variety of facilitation technique and toolkits
- Effective leadership skill and ability to influence without direct authority, coaching without directing, affecting without dictating; strong situational awareness, conflict resolution and empowerment
- Excellent communicator, motivator and mentor with effective verbal, written, and presentation skills
- Hands-on knowledge with ALM tools (VSTS, Azure DevOps or Jira, etc.)
- Strong understanding about software programming or software testing methodology; demonstrate experience in any programming language is a plus
- Demonstrate experience in requirements management, project management and business analysis
- Multi-skilled lifelong learners who values experimentation as key to growing knowledge and skills
