SUMMARY OF RESPONSIBILITIES
Provides direction and coordination for activities of subordinate staff. Coordinates organization activities and operations with supervisor and counterpart organizations and participates in day-to-day accomplishment of organization's tasks.
KEY FUNCTIONS• Assigns specific task responsibilities to subordinate staff. Specifies objectives, schedule, and resources. Plans, assigns, and manages workloads. Manages labor and schedule performance.• Provides task planning, schedule, and labor estimates for proposed technical work assignments. Advises supervision of resources needs and capabilities. Provides inputs for budgetary planning.• Participates in day-to-day technical activities and task accomplishments. Monitors and evaluates processes, techniques, and performance. Reviews documentation and delivery of services.• Works closely with customer to coordinate tasking, report progress, resolve technical issues, and assure project success. Initiates and coordinates exchanges of technical information with other work groups and organizations.• Prepares written and oral reports of organization's activities, issues, and accomplishments to higher management, subordinates, and teaming organizations.• Recommends staffing needs, reassignments, transfers, and terminations. Recommends and assists evaluation of potential staff additions. Conducts performance reviews, recommends performance improvements, career development, and promotional actions.• Implements policies, practices, and operating processes and recommends changes and improvements to supervision. Responsible for compliance with security monitoring, processes, and recommendations.• Participates in inter-organizational team assignments and educational activities.• Identifies opportunities for additional, expanded, and new business. Assists higher management in the evaluation and pursuit of new business opportunities.• Engineering functions/organizations: Supervises and provides technical direction to engineering and engineering support staff involved in design and development efforts on shorter-range or discrete product outputs. Assigns specific task responsibilities to engineering and support personnel to achieve work schedule requirements. Specifies, monitors, and evaluates techniques and operating procedures. Reviews design and documentation requirements to ensure compliance with design criteria and standards. Monitors cost and schedule performance on work plans. Identifies staffing needs in order to complete assignments. Administers operational activities for assigned group. Plans and equalizes workloads and tasks to maximize productivity and cost efficiency. • Coordinates exchanges of technical information and analysis with other technical work groups and organizations. Provides input to schedule and cost estimates for proposed engineering assignments.• Systems engineering functions/organizations: Coordinates and leads work of small group of systems engineers. In specific program assignments, may remain with the program as it moves from conceptual design through development, deployment, and operation. Oversees technical aspects of program including system options, performance tradeoffs, flow down of requirements, analysis of interfaces, test procedures and analysis and monitoring of contractor performance. Embodies programmatic components of corporate memory and provides essential continuity required as customer staff is rotated in their assignments and new contractors are engaged in different program phases. Where co-located with customer program offices, interacts daily at working and management levels to ensure rapid assembly of and response from special task teams, efficient assignment of responsibility and action items, and rapid exchange of information.• Technology functions/organizations: Leads and supervises section staff. Works closely with contractors and program office to evaluate and develop investigative techniques and application tools; interfaces and develops technical objectives with program office and customers. Coordinates overall preparation and presentation of technical reports, briefings, and analyses prepared by section, as well as for periodic briefings to management and other groups. Provides guidance for professional growth of section staff.
BASIC QUALIFICATIONS• Bachelor's degree in an appropriate technical discipline from a recognized institution
REQUIRED QUALIFICATIONS• Ability to establish and maintain effective working relationships with all levels of customers and corporate staff
PREFERRED QUALIFICATIONS• 8 or more years of increasingly responsible professional engineering/scientific experience
