Department Overview
The Global Corporate Solutions (GCS) department provides a broad range of shared corporate services that are essential to the effective functioning and mission of the WBG. GCS operations fall under very distinct and complex business enterprises that have expanded globally over the years. These services include: Corporate Security; Corporate Real Estate & Facilities and Corporate Services. GCS reports to the Managing Director and WBG Chief Administrative Officer.
Unit Overview
Corporate Security (CS) is a division within the Global Corporate Solutions department. CS staff serve at both WBG Headquarters in D.C. and in Bank Group offices in more than 40 countries. The division's mission is to support global operations by employing risk mitigation strategies and promoting the principle of a shared responsibility for security and safety.
The WBG Washington, DC, maintains a portfolio of six (6) owned office buildings, leased office spaces in three (3) commercial buildings, and two (2) facilities for storage and shipping/receiving. The HQ Security Service provides 24/7 security and access control to these facilities. It is comprised of a team of WBG Security Specialists and a team of contractors that provide a guard force, ID Office customer service representatives, fire marshals and system officers.
The increasing demand for effective staff security and the continuous expansion of the Service is requiring dedicated focus and full ownership by the WBG over how the organization addresses incidents involving staff members that require sensitive consideration. Such situations include fraud, scams, extortion, stalking, domestic abuse, workplace violence.
The HQ Security Analyst - Case and Project Management Analyst will be established in Washington D.C. and the incumbent will report to the Senior HQ Security Specialist (Senior HQSS). The Security Analyst will require extensive interaction with CS colleagues and other World Bank staff and management.
Roles and Responsibilities:
The Security Analyst will be responsible for the following:
Case Management
1. Conduct initial intake of all security-related cases, including criminal and non-criminal offenses that occur on WBG-owned or leased property affecting the safety and security of WBG HQ personnel and facilities through initial contact and fact-finding, preliminary reporting, and subsequent management of such cases.
2. Oversee the Service's hostile surveillance detection activities and manage the Service's Suspicious Activity Reporting and Response Procedures.
3. Liaise with local, state, and federal law enforcement officials in their investigative efforts when requested and as approved by the Senior HQSS or designate.
4. Support IT and GCS Asset Management by documenting incidents of lost and stolen WBG property by Country Office and HQ staff and analyze incident trends.
5. Support the Senior HQSS or designate in coordinating sensitive security (SENSEC) case management efforts with various WBG entities, such as Ethics and Business Conduct (EBC), Integrity (INT), Legal Institutional Administration (LEGIA), Human Resources - Corporate Case Management (HRDCO), the Workplace Violence Prevention Committee, and the Domestic Abuse Prevention Program (DAPP).
6. Support Regional Senior Security Specialists and/or Country Security Specialists as a technical subject matter expert (SME) by sharing best practices in investigative case management, security site surveys and hostile surveillance detection.
Project Management
7. Represent CS's interests in project team meetings with other GCS and ITS units where upgrades to facilities and systems are being planned and implemented. Utilize WBG-accepted procurement policies and practices for all projects and acquisition of goods and services.
8. Conduct security risk assessments such as site security surveys to determine the need for physical/technical security presence.
9. Oversee Automated External Defibrillator (AED) program and serve as Senior Security Specialist's primary Point of Contact with the Short-Term Consultant (STC) supporting the program.
10. Serve as CCTV SME by participating in periodic evaluations of existing camera placement and possible upgrade of equipment.
Security Reports Management
11. Oversee and manage the Security Incident Management System (SIMS) and ensure that all required documentation, including Initial Information Sheets and Initial Reports of Incidents, are properly drafted and submitted in a timely manner.
12. Draft Initial Reports of Incidents for all HQ-related incidents.
13. Compile weekly reports on security investigations and forward to established reviewing officials.
14. Query a variety of existing databases to assist in obtaining leads and information concerning incidents that have been brought to her/his attention.
Guard Force Vendor Performance Management
15. Assist the Senior HQSS or designate in conducting performance audits and reviews of the HQ Security Guard Force vendor and address any quality assurance-related issues to the Senior HQSS or designate, including post deportment, conduct of contractor uniformed personnel, and incident-related documentation.
16. Coordinate with the HQ Security Guard Force vendor to ensure that all security contractors are sufficiently trained and proficient in conducting hostile surveillance detection activities.

Selection Criteria
• Master's degree with 2 years of experience or equivalent combination of education and experience in the field of security management, crisis/emergency/disaster management, international relations, intelligence studies, journalism, criminal justice, public safety or relevant field required.
• A minimum of two (2) years of experience in the field of law enforcement, military, intelligence, public safety, and/or corporate security. In addition, at least two (2) years of experience with a large international organization, diplomatic entity, and/or international assignment with a government entity required.
• Experience in drafting and editing investigative products, such as incident reports, audit reports, investigative notes and threat assessment profiles, and situational reports in in the field of security, intelligence, law enforcement, public safety, diplomatic, military and/or emergency services.
• Documented and established experience leading or conducting a sensitive, multi-jurisdictional case investigation, such as fugitive apprehension, kidnapping and ransom (K&R), hostage negotiation, and/or hostile surveillance detection, in an international or diplomatic setting preferred.
• Knowledge of and experience working with a large guard force
• Excellent organizational skills and ability to work independently and assess priorities in a variety of activities with attention to detail
• Demonstrated experience in client-orientation, handling of multiple complex request simultaneously, and decision-making with minimum supervision
• Experience working under high stressful conditions in a fast-moving environment
• Demonstrated ability to keep abreast of the latest industry standards/training and strives for constant improvement of daily responsibilities and activities
• Proven ability to deliver projects and activities on time
• Ability to gather and organize information and to synthesize knowledge from diverse sources of information
• Excellent verbal and written communication skills, and ability to produce quality work under tight deadlines; ability to organize, edit and draft a variety of documents
• Ability to write concise summaries
