Security Classification Assessor Test Engineer (SCATE) (Level 2)

Top Secret SCI w/Polygraph Required

A Security Certification and Assessor Test Evaluator (SCATE) is a security professional who reviews and evaluates Government Information Systems (IS) and recommends to the Government changes that can improve information confidentiality, integrity, and availability.  SCATEs are also responsible for performing security focused services to improve the security posture of Government ISs.  All SCATE require relevant technical experience in accordance with the below experience and education table. 

Contractor personnel shall, within six months from their arrival date become certified in the appropriate IA certifications.   The prime contractor is responsible for removing contractor personnel who are non-compliant with certification requirements after 6 months unless otherwise directed by the CO or COTR.   

Experience Levels Required:  bachelor's degree or higher and 5 years SCATE experience or High School/GED with 10 years relevant experience or an associate degree and 8 years relevant experience or Master's or Higher and 3 years relevant experience.

Degree in Engineering, Computer Science, or related field of study.  Relevant experience means performing Certification & Accreditation or Assessment & Authorization testing  

Included within the years of relevant experience, the following technical qualifications are desired: 

  1. ICD 503 and the Government's certification and accreditation process; 
  2. Networks, computer components, system protocols, and COTS technology; System methodologies including: client/server, web hosting, web content servers, policy servers, directory servers, firewalls, WAN, MAN, LAN, switches, and routers; 
  3. Software integration of COTS and Government Off-the-Shelf (GOTS) products; 
  4. Windows, Linux, Unix, and Mac OS X administration; 
  5. VMware, Xen, Hyper V and other virtualization platforms.
  6. Configuring and supporting Windows, Linux, Unix, Mac OS, and other operating systems; 
  7. Configuring and supporting VMware, Xen, Hyper V and other virtualization platforms; 
  8. Software engineering; 
  9. Program design and implementation; 
  10. Configuration management; 
  11. System maintenance; 
  12. Integration testing;  
  13. Information system engineering; 
  14. Penetration testing and analysis; 
  15. System certification activities and efforts related to system certification and accreditation;   
  16. Research, development, integration, and distribution of IS security tools and associated documentation;
  17. Security procedures for systems and software within area of expertise to ensure consistent security policy implementation; 
  18. Education relevant to computer engineering, information security, information management, and/or computer science; and 
  19. Experience in technical project management.
