Job Details:

Job Summary: Responsible for day-to-day implementation of security regulations as outlined in the 32 CFR Part 117, National Industrial Security Program Operating Manual (NISPOM) and contractual security requirements including Special Access Programs (SAP), Secure Compartmented Information (SCI), and COMSEC. Provides administrative direction and support to the Industrial Security Administrator and Industrial Security Assistants to ensure NISPOM compliance and efficient support of Department of Defense (DoD) classified programs and Cubic personnel. Works with government and customer approval authorities to maintain security compliance. Maintains close communication with the Defense Counterintelligence and Security Agency (DCSA) Industrial Security Representative, Security Manager, Security Director, Program Managers and customers. This position typically works under general supervision and direction.

Essential Job Duties and Responsibilities:

  • Performs self-inspections and serves as the point person for the DCSA Security Vulnerability Assessments (SVA).
  • Maintains positive working relationships with government security personnel and customers.
  • Submits security-related reports in electronic and/or hard copy format as required.
  • Works with the Sr. Security Manager in developing security education materials for corporate-wide distribution.
  • Provides security education materials and resources to the Learning and Development team.
  • Coordinates with the Sr. Security Manager in developing and implementing Insider Threat and Counterintelligence Vigilance Campaign.
  • Conducts monthly Insider Threat Program Working Group (ITPWG) meetings with senior leadership, discussing the local ITP and to review the ONTIC application. Responsible for inputting incidents into ONTIC as they occur and escalating to investigations as needed.
  • Collaborates with the Information Security System Manager (ISSM) in completing System Security Plans (SSP) in accordance with the Risk Management Framework (RMF).
  • Confers with the Corporate Assistant Secretary, Treasurer, and Vice President of Contracts in the completion of the Certificate Pertaining to Foreign Interests (SF-328) for submission to DCSA.
  • Works with the Security Director and Senior Industrial Security Administrator in coordinating with government customers and the Facilities Director in the planning and oversight of Sensitive Compartmented Information Facilities (SCIF) and/or Special Access Program facilities (SAPF) construction.
  • Coordinates with Global Trace Compliance (GTC) team in executing foreign travel reporting policies and procedures.
  • Coordinates with GTC in implementing foreign national visitor control procedures and other policies as outlined in the Technology Control Plan (TCP).
  • Provides quarterly security metrics to the Sr. Security Manager as required.
  • Conducts in-person security briefings as required.
  • Conducts Administrative Inquiry (AI) investigations of security incidents and submits reports to DCSA.
  • Prepares DoD Contract Security Classification Specification (DD Form 254) forms for subcontractors and collaborates with Contracts and customers in obtaining required approvals.
  • Provides program support to the COMSEC Custodian.
  • Submits facility clearance nominations to DCSA Facility Clearance Branch.
  • Review the Global Security Knowledge Center (GSKC) for important Security related information and updates the Internal GS Subsite as required for the San Diego cage codes.
  • When requested, be able to prepare written training plans for any newly hired direct reports and/or for cross training purposes. Training plans will be provided s to the Sr. Security Manger.
  • Actively participates in NCMS (Association of Industrial Security Professionals) and other Security organizations.
  • Provides guidance to management and employees regarding security issues and questions.
  • Stays current in the Industrial Security field by attending training seminars and networking meetings and reviewing online resources.
  • Other related tasks as required.

Minimum Job Requirements:

Four year college degree or equivalent, plus a minimum of eight years industrial security experience. U.S. citizenship required. Department of Defense (DoD) Top Secret security clearance with a current background investigation completed within the past five years. In-depth knowledge of the 32 CFR Part 117, NISPOM. Knowledge of COMSEC requirements and Distributed INFOSEC Accounting System (DIAS) are desirable. Working knowledge of National Industrial Security Program (NISP) Central Access Information Security System (NCAISS), National Industrial Security System (NISS), Defense Information System for Security (DISS), Electronic Questionnaire Investigation Processing (e-QIP), Army Centralized Contracts and Security Portal (ACCS), Security Information Management System (SIMS), Secure Web Fingerprint Transmission (SWFT), and Microsoft Office. Customer service focused with strong inter-personal skills. Knowledge and ability to program and troubleshoot Secure Terminal Equipment (STEs) desired. Must be capable of dealing tactfully and courteously with all levels of employees, government representatives and customers. Physical ability to walk, stand, and sit for extended periods, and climb stairs as required. Requires mental alertness and ability to follow written and verbal instructions. Possesses high moral and ethical standards. Ability to prioritize and multi-task is required. Travel may occasionally be required.
