Summary
About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the U. S. Army Intelligence and Security Command, Security Resiliency Activity G-2 in Vicenza, Italy.

Conditions of Employment
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Two-year trial period may be required.
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Must be able to obtain and maintain a TOP SECRET (TS) security clearance with eligibility for Sensitive Compartmented Information (SCI) based on a T5 (or equivalent) investigation.
- All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations in order to perform mission essential functions as determined by management.

Army DCIPS positions apply Veteran's Preference to preference eligible candidates as defined by Section 2108 of Title 5 U.S.C., in accordance with the procedures provided in DoD Instruction 1400.25, Volume 2005, DCIPS Employment and Placement.
In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.
To qualify based on your experience, your resume must describe at least one year of experience equivalent to the GG/GS-12 that prepared you to do this job.
Specialized Experience: One year of specialized experience which includes performing a full range of security duties in at least two of the following security specialties: industrial, information, personnel, or physical security; AND experience in Antiterrorism/Force Protection and Sensitive Compartmented Information (SCI) Management. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-12).
Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

In the overseas areas, access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only. Medical care may be provided by host nation providers. The availability and level of care at host nation medical facilities will vary by location. Movement overseas may require you to initiate a change in your health benefits plan to ensure coverage.
Employees (and their family members) who require medical or dental care in overseas areas may experience severe limitations accessing medical care both on the military installation and the local economy, and also could incur costly medical expenses.
-If an employee brings a child to an overseas location and that child is entitled to attend a DoD school on a space-required basis in accordance with DoDEA Regulation 1342.13, the DoDEA and the Military Department responsible for providing related services will ensure that the child, if eligible for special education, receives a free appropriate public education, including related services pursuant to DoDI 1342.12 and DoDM 1342.12.
-If an employee brings an infant or toddler (up to 3 years of age) to an overseas location, and that infant or toddler, but for the child's age, is entitled to attend the DoDEA on a space-required basis in accordance with DoDEA Regulation 1342.13, then the Military Department responsible for Early Intervention Services (EIS) will provide the infant or toddler with the required EIS in accordance with the eligibility criteria consistent with DoDI1342.12 and DoDM 1342.12.
-Employees (and family members) who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only.
-On this overseas accompanied tour, medical and DoDDS special education services may not be available in the immediate location of this position.

The SPeD certification is DoD's initiative to professionalize the security workforce by establishing a common set of competencies for security practitioners that promotes interoperability, facilitates professional development and training, and develops a workforce of certified security professionals. This position requires the incumbent obtain the following core SPeD Certification: Security Fundamentals Professional Certification (SFPC) within their first two years of employment.
