Summary
About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at historic Fort Eustis, Virginia, known for its association with Army Transportation, Army Aviation, and is the home to the Army's Training and Doctrine Command.

- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI).
- Must successfully pass urinalysis screening for illegal drug use prior to appointment and periodically thereafter, in accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program.
- Will required to undergo psychological testing.
- Must be willing to undergo and successfully complete counterintelligence scope polygraph with No Deception Indicated (NDI).
- TDY travel may be required at 30% or less of the time.
- This position has been identified for the Security Professional Education Development (SPeD) Certification Program. For more information, see note below in Additional Information.
- Two year trial/probationary period may be required.

Army DCIPS positions apply Veteran's Preference to preference eligible candidates as defined by Section 2108 of Title 5 U.S.C., in accordance with the procedures provided in DoD Instruction 1400.25, Volume 2005, DCIPS Employment and Placement.
In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.
To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as:
- Experience developing and/or implementing Special Compartmented Information (SCI) program Security policies and procedures. AND
- Experience in the implementation, execution and inspection of SCI policies, practices and procedures. AND
- Experience providing administrative and physical oversight of Sensitive Compartmented Information Facilities (SCIFs) and the application of appropriate physical construction standards and intrusion protective systems.
Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.
You will be evaluated on the basis of your level of competency in the following areas:
- Information Security
- Physical Security
- Security Education, Training and Awareness
- Sensitive Compartmented Information (SCI) Security
NOTE: Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

This position requires the incumbent obtain the following core SPeD Certification: Security Fundamentals Professional Certification (SFPC) within their first two years of employment.
