This Opportunity

WSP is currently initiating a search for a Senior Advisor, Passenger Rail Operations for our San Antonio, TX office.

Be involved in projects with our Transit and Rail Operations Team and be a part of a growing organization that meets our clients' objectives and solves their challenges.

Your Impact
  • Apply detailed knowledge of regulatory requirements and issues with new rail startups, extensions, and any other changes which would require compliance with Federal (e.g., Federal Railroad Administration and Federal Transit Administration) and State regulations, as applicable, related to passenger rail.
  • Perform professional transit and rail consulting to advise and guide clients in achieving regulatory compliance with applicable Federal or State passenger rail and/or transit requirements.
  • Develop plans and strategies to address client regulatory and safety concerns and issues that arise during all project delivery phases.
  • Work as an individual or as part of a cross-functional team of managers, advisors, engineers, planners, and other professionals to execute project work on multiple concurrent projects, ensuring project work conforms with compliance documentation and regulatory and technical analysis memos.
  • Prepare comprehensive reports and presentations that explain concepts and recommendations to prevent, control, restore, or address regulatory and safety issues or opportunities for rail projects.
  • Analyze, evaluate, and interpret data obtained during field investigations, offering input on developing action plans for moderate- to high-level risk mitigation activities.
  • Interact with regulatory agencies, subcontractors, and clients in a confident and professional manner.
  • Collaborate with other professionals and infrastructure authorities on Federal, State, regional, and locally funded improvement and development projects, as well as proposal and business development opportunities.
  • Remain current in latest transit and rail regulatory techniques and practices.
  • Exercise responsible and ethical decision-making regarding company funds, resources and conduct, and adhere to WSP's Code of Conduct and related policies and procedures.
  • Perform additional responsibilities as required by business needs.
Who You Are

Required Qualifications
  • Bachelor's Degree in Engineering, Planning, Policy, Computer Science, or a related degree, or a combination of education and/or relevant experience to meet the job requirements.
  • 15+ years' experience with rail operations, including rail operating rules, rail operating practices, operational safety and regulatory requirements for rail start-ups and extensions.
  • Experience within transit and rail engineering infrastructure projects.
  • Knowledge and experience of the rail project delivery process - planning, design, and construction, and the regulatory environment and requirements for delivering rail projects in each of those phases.
  • Detailed knowledge of safety and regulatory requirements for rail operations, especially as they relate to new rail start-ups or line extensions.
  • Proficiency in office productivity software (Microsoft Word, Excel, PowerPoint).
  • Ability to work well in a team environment.
  • Proficient knowledge of FRA, FTA, CPUC, AREMA, and other rail regulatory standards and procedures, codes, compliance practices, and record-keeping requirements.
  • Highly effective interpersonal and communication skills when interacting with others, expressing ideas effectively and professionally to an engineering and non-engineering audience.
  • Demonstrated high-level of self-leadership with attention to detail, multi-tasking, and prioritization of responsibilities in a dynamic work environment.
  • Able to works independently with minimal oversight and provides guidance and leadership to junior team or project members, with strict adherence to QA/QC.
  • Proven track record of upholding workplace safety and ability to abide by WSP's health, safety and drug/alcohol and harassment policies.
  • Ability to work schedules conducive to project-specific requirements that may extend beyond the typical workweek.
  • Occasional travel may be required depending on project-specific requirements.
Preferred Qualifications
  • Master's Degree in Engineering.
  • 40-Hour OSHA Health & Safety Training (HAZWOPER) (29 CFR 1910.120) preferred.
  • Basic First Aid and Adult CPR training desired.
