SUMMARY:

The Sr. Analyst, Data Analytics will focus on building and refining workforce and data analytics that present performance metrics for DC Water. The incumbent reviews and analyzes data, and system outputs to support key performance indicators in order to provide timely, accurate, and insightful information to leaders across the enterprise.

The ideal candidate will have a demonstrated success in repurposing raw data into actionable information, and will play a key consultative role to our internal customers, to include identifying strategic information needs, conducting data and process analyses, providing actionable recommendations and executing analytical projects that support the DC Water's strategic objectives.

ESSENTIAL FUNCTIONS:

Consistently works to understand the business and organization structure so that data requests and systems are in sync with the Authority's ever-changing business. Assesses data and information and prepares and presents regular and ad-hoc workforce reports on key metrics to support strategic initiatives. Designs and develops accurate dashboards, reports, presentations, organizational charts, and visual aids for on-demand access.

Provides People & Talent leadership and other key stakeholder leadership with key operational business information and data by preparing monthly metrics for the Enterprise Performance Plan, (EPP); as well as supplying required data for Auditors and Oversight Committees.

Prepares ad-hoc reporting for legal, Workforce Analysis for Budget and Strategic planning, and demographic analysis for Succession Planning. Prepares internal reports and external presentations, including materials for the Board of Directors; General Manager; senior management and staff of the Authority; and industry conferences.

Conducts needs analysis and recommends and implements solutions to meet business needs. Collects and defines functional business requirements, translates into functional design documents, and participates in the technical design. Communicates, and tests changes to systems that impact human resources information systems; Performs biweekly system data audits.

Collaborates with internal clients and uses human capital planning methodologies to determine business unit and location-specific strengths and strategic opportunities.

Partners with others to identify research questions, sources, and hypotheses; determine key metrics and interpret the results. Assists in managing the Authority's workforce data to ensure data is accurate, consistent, interpretable, and usable.

Provides HRIS technical support to People and Talent and other functional team staff members.

Trains others in advanced analytic methods, building a foundation of analytical capabilities throughout the People and Talent Division.

Performs other duties and special projects as assigned at the discretion of the People and Talent leaders.

Key Working Relationships: Internal and external stakeholders, including DC Water's Board of Directors; senior management and staff of the Authority; public officials in federal, state and local government; and the general public.

EDUCATION / EXPERIENCE & OTHER MINIMUM QUALIFICATIONS REQUIRED:

The minimum qualifications listed below are representative of the knowledge, skill, and ability necessary for an individual to perform each essential function satisfactorily. Reasonable amounts of training are provided.

Bachelor's degree Human Resources, CIS, MIS, Business or related field from an accredited college or university and a minimum of five (5) years of progressive experience directly related to developing and reporting data analytics and performance metrics; or equivalent combination of education and experience.

Thorough knowledge of HR systems; Proficient in data reporting tools.

Excellent inter-personal, communication, analytical, organizational, management, and negotiation skills.

Excellent computer skills and in-depth experience with applicable software programs are required (i.e., Microsoft Office Suite, Power BI, Oracle Cloud, Dayforce).

Demonstrated ability leading cross-functional teams and providing project management support.

Experience leading change throughout an organization.

Demonstrated ability to complete quantitative and qualitative analysis.

Ability to analyze data and information and present resolutions.

Advanced skills developing compelling presentations.

Ability to assess customer needs and requests and provide deliverables.

Ability to pay attention to detail, be a self-starter, and work independently as well as work as part of a team.
