What you will be supporting:
The scope of this project is a technical assessment of FDA’s Enterprise Content Services (ECS) and CDER Electronic Document Room (EDR) The scope is three-fold.
- The first component of this Task is for the Contractor to perform a technical assessment of the CDER EDR. This assessment will document the CDER EDR interfaces and content services it provides to CDER EDR users including how it manages, secures, stores, and interacts with both structured and unstructured data.
- The second component of Task B is for the Contractor to perform a technical assessment of the EDRMP. This assessment will document the EDRMP interfaces and content services it provides to EDRMP users including how it manages, secures, stores, and interacts with both structured and unstructured data.
- The third component of Task B is for the Contractor to evaluate the technology and determine the feasibility and cost effectiveness of minimizing or eliminating any functional gaps between CDER EDR and EDRMP by shifting to a cloud-based content services platform. The cloud-based content services platform would be architected and built from the ground up on a cloud native secure content management platform on a FEDRAMP-HIGH environment on the AWS GovCloud. Implementation of the new solution is not within the scope of this task order.
What are we looking for?
The Senior Business Analyst will perform and report on a full technical assessment of FDA’s Enterprise Content Services (ECS) such as CDER’s Electronic Document Room (CDER EDR) as well as the feasibility of migrating CDER EDR and other on-prem applications and EDRMP to an Enterprise based Cloud Content Services Platform.
Fun stuff you will do on the job:
- Overall enterprise product strategy and roadmap for a comprehensive cloud based Enterprise Content Services Platform (ECSP)
- Overall Level of Effort (LOE) and plan for converging content and document stores, to a unified cloud based content services platform providing a consolidated Enterprise Content Management (ECM) system for the enterprise, removing redundancy of software tools and fragmentation of data.
- Detail assessment reports including but not limited to the feasibility (business and technical),
associated risks, benefits, gap analysis and potential cost-savings.
- Assessment of governance recommendations for a modern content services platform
- Analysis of what is acceptable time-to-access document response-time for viewing documents (time it takes from "clicking" to "viewing").
- Provide a GAP analysis between a cloud based platform and current as-is, Electronic Document Room (EDR), Enterprise Document Records Management Platform (EDRMP)/Documentum-based ECM services with focus on support, operations and maintenance, platform integrations, security, Disaster Recovery, systems integration, architecture, business requirements and technical requirements.
- Provide how future technological and business needs could be technically addressed/integrated by movement towards a unified, cloud-based content services platform and how issues could be
addressed by additional integrations with other existing and potential future enterprise platform
offerings (i.e.: FIDLE, FOIA, Appian, Salesforce, AI/Machine Learning, etc.).
- Align assessment deliverables with FDA’s Enterprise Performance Life Cycle (EPLC) methodologies and documents/templates.
The Business Analyst will also:
- Providing regular status updates to executive leadership.
- Monitoring and reporting on overall program performance and objectives.
- Scheduling and organizing project meetings.
- Maintaining project documentation and records.
- Tracking action items and follow up on deliverables.
- Preparing and distributing status reports and presentations.
- Develop and maintain project documentation, including business charter and process diagrams.
- Communicate project status to various stakeholders in business-friendly terms.
- Analyze and document business requirements and processes.
- Create and update customer journey maps and experience flows.
- Conduct stakeholder interviews and workshops to gather insights.
- Assist in developing business cases and value propositions.
- Collaborate with technical teams to ensure business needs are met.
This is you:
• 5+ years of demonstrated experience leading requirements elicitation discussions with stakeholders and documenting requirements on software development projects.
• Must be able to obtain and maintain a Public Trust clearance.
• Demonstrated experience leading technical assessments, analyzing problems that impact the project and provide innovative solutions/options that include analysis of schedules, costs, and
technology/tools, developing and reviewing IT programmatic documentation and plans, including capturing and documenting requirements, technical design, etc.

• Previous experience working with or for Federal Agencies.
• Demonstrated experience with AWS GovCloud and FEDRAMP
Education & Training:
• Bachelor's degree in Information Systems, Computer Science, Software Engineering, or relevant field (Preferred)

Currently due to the remote working status of the federal government, most DRT employees are teleworking from home and leveraging video conferencing along with other virtual productivity tools. Under normal circumstances, most of our positions are required to report onsite. However, DRT has not yet determined when employees will be required to return to their onsite workspaces. Please be aware that at the time a date is determined to return to the worksite, the requirement of this position may be to report in person to the work location.
