ICF is seeking an experienced Product Owner/Business Process Expert in Puerto Rico with expertise in functionality for no-code/low code platforms such as Salesforce, Microsoft Power Platform, Appian, or Pega. You will be part of our Digital Modernization team supporting an exciting opportunity at the Department of Veteran’s Affairs (VA). This opportunity is contingent on contract award and can be performed remotely. 

Position Responsibilities

  • Support all aspects of development of solutions using no-code/low-code platforms including requirements, design, testing and delivery of web-based tools, though primary function will focus on requirements, design and implementation

  • Engaging with end-users to understand business needs to develop and document requirements

  • Developing technical documents in support of the integration of multiple applications and development of new application features

  • Communicating with multiple teams to ensure requirements are clear and well understood from a functional and technical perspective.

  • Communicate the requirements, feedback, and status of target solution delivery.

  • Logging incoming requests/work in team tools (Jira/Confluence)

  • Conducting demos or training necessary for the successful execution of the project.

  • Understand your audience and utilize excellent written and oral communications skills appropriately based on the context, role, rank, and requirements from a varied potential audience base. Must be able to clearly articulate dependencies in plain language with a call to action.

  • Strategize across audiences by applying knowledge of business architecture and Low-Code No-Code (LCNC) system of system engineering to identify, manage, and resolve solution delivery risks, future requirements, and prioritization change management.

Required Skills:

  • 3+ years’ experience working on web and/or software development teams

  • 3+ years’ experience conducting and leading interviews to gather and validate requirements

  • 1+ years’ experience in documenting requirements and specifications for web and/or software development teams

  • 1+ years' experience with technical writing and developing technical requirements documents

  • One industry recognized cloud/cyber certification is required. CCSK, Security+, SSCP, etc.

  • Associates+ four years’ experience or Bachelor’s +two years’ experience or five years’ experience can be substituted in lieu of a degree for managing relationships across diverse audiences from technology partners, customers, end users, executive leadership, and vendors to objectively communicate project deliverables, expectations, and contingencies.

  • US Citizenship or Green Card is required

  • Currently possess or have ability to obtain a VA Public Trust Clearance

Desired Skills: 

  • Experience developing standard documentation, including requirement and design specifications, use cases, and other supporting system documentation

  • Experience with technical writing and developing technical requirements documents

  • Experience scoping work efforts into actionable pieces for delivery

  • Excellent analytical and problem-solving skills

  • Familiarity with Agile Scrum methods

  • Swift ability to break down tasks into Epics, Stories & Tasks

  • One industry recognized project management certification is preferred

  • Ability to work independently and within one or more teams with excellent time management, organizational, and reporting skills

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$70,700.00 - $120,190.00
