Senior Change Management

Custom Software Systems Inc. (CSS) is seeking a Senior Change Management person to serve primarily as a strategy and planning consultant and provides expertise in communications and change management. The Consultant, Client Engagement and Strategy, is a strategic role within the Supervision and Regulation (S&R) function that engages and supports the Client Engagement & Strategy section in executing its core work in strategy development, planning and portfolio management. This role serves primarily as a strategy and planning consultant and provides expertise in communications and change management.

RESPONSIBILITIES:

• Leading Division and System strategy and planning ensuring integration with client's strategy. This includes designing and managing the overall process and facilitating to desired outcomes with executive stakeholders. The strategy and planning program needs to become more adaptive moving from point in time to continuous planning, incorporating greater agility in setting/managing priorities, and reflective of broader more holistic planning.
• The consultant would partner with the team and leadership in creating a dynamic and adaptive future state program.
• The consultant would share innovative thinking and transformative ideas to help design, develop, and implement a new future state strategy and planning program. This includes advising the team on the sequence of steps and roadmap to the future state, accounting for S&R's unique and complex governance.
• In addition, the consultant will help create and manage the coordination and development of stakeholder communications and change management for S&R priorities, programs, and projects under the guidance of S&R's SP & PMO leadership team. This includes providing effective strategic program and project communication with all stakeholders including staff and leaders across the S&R Division and System.

REQUIREMENTS:

• US Citizen is required
• At least six (6) years' experience in developing, implementing or evaluating IT change management policies, procedures, and configuration management plans
• At least five (5) years' experience in NIST and FISMA compliance background, experience developing, implementing, or evaluating security policies and procedures, system security plans, security audit plans, security audit plans, and security risk assessment plans
• At least five (5) years' experience working on cyber security engagements with the federal government At least six (6) years of communications and change management, transformation experience; prefer experience with large consulting firm
• PMI Project Management Professional (PMP) Capabilities: • Extensive experience leading change and communication efforts for multiple global, complex technology implementations (e.g., ERP, CRM, Shared Service implementations).
• Extensive understanding of change principles and methodologies with the ability to define a flexible, unique approach based on the business team and working environment.
• Experience leading and executing against a complex, comprehensive communications plan.
• Track record of delivering major business change programs including executive alignment and stakeholder management.
• Experience working as a single-change and communications project resource, and as a lead of a small-change management team.
• Strong relationship management skills with a proven track record.
• Highly developed communication skills with expertise in producing organization-wide communications and development of a communication strategy.
• Experience with project management approaches, tools, and phases of the project lifecycle.
• Mastery of Microsoft applications (e.g., Word, PowerPoint, Excel).
• Expertise in designing and implementing dynamic and adaptive strategy and planning programs.
• Expertise in broader management consulting. This includes demonstrated skill, competence, and experience in business planning and solutions delivery including business and portfolio planning, program and project management and facilitation.
• Strong communication and interpersonal skills demonstrating the ability to collaborate effectively with executive leadership, team members, and other staff of varying levels and roles.
• Candidate adopts a consultative approach in assessing client needs and in partnering with stakeholders and leaders.
• Demonstrates agility in supporting shifting priorities, modifying methods or adapting approaches to fit changing circumstances. Strong writing skills and ability to incorporate feedback from a variety of stakeholders.
• Experience with authoring and editing documentation.
• In addition, good self and situational awareness and the ability to articulate complex issues clearly and persuasively, tailored to the audience, is essential.

DESIRED QUALIFICATIONS:

• Certification in strategic planning and/or portfolio management is a plus.
• At least two (2) full lifecycle change management projects experience Certification Preferred:
  • Certified Change Management Professional (CCMP)
  • Certified Information Systems Security Professional (CISSP)
  • Information Technology Infrastructure Library (ITIL Foundation or Practitioner)
  • Certified Information Systems Auditor (CISA)
  • Certified Information Security Manager (CISM)
  • Certified Authorization Professional (CAP)
• Familiarity with advanced software tools and best practices to support the enablement of the related discipline.

EDUCATION:

• A bachelor's degree and eight (8) years of relative experience, OR A master's degree and six (6) year of relative experience, OR At least 15 years of relative experience in an IT field in lieu of a degree
