Position Summary

FHLBank Pittsburgh (FHLBank) is seeking a Senior Community Investment Analyst who will support the Affordable Housing Program and other community-focused products. This position is within the FHLBank's Community Investment department which manages seven affordable housing and community development grant and loan products; these allocations totaled more than $33 million in 2022. Refer to the Bank's website for our community product information. This role will lead critical processing, analysis, reporting and customer service for these products.

Primary Success Factors

  • Supports the major functions of FHLBank Pittsburgh's affordable housing real estate development grant program, Affordable Housing Program (AHP), including:
  • Reviews grant applications for the Affordable Housing Program, including analysis of proposed projects that involve tax credit financing and other complex real estate transactions; ensures proposed projects meet regulatory and policy requirements; determines project feasibility based on underwriting criteria as defined by FHLBank procedures.
  • Underwrites funding transactions for approved AHP projects and performs compliance and monitoring functions throughout the AHP project compliance period.
  • Approves compliance reports and funding transactions for approved AHP projects
  • Develops and implements program administration efficiencies and workflow improvements.
  • Provides quality customer service and technical assistance by communicating program parameters and processes to member financial institutions, housing developers and other key stakeholders; responds to customer requests and program eligibility questions; troubleshoots customer issues and concerns.
  • Prepares reports and presentations using a variety of tools, including Word, Excel, PowerPoint, Tableau, and SAP. Ensures the accuracy, data integrity and timely delivery of each report and presentation.
  • Communicates ideas, program information and presentations to key stakeholders including FHLBank management, Board of Directors, Affordable Housing Advisory Council, Federal Housing Finance Agency, as requested.
  • Recommends program changes to management that will meet customer needs and expand or improve program usage; conducts research to create program enhancements; participates in the development and implementation of new programs and special assignments related to FHLBank's mission.
  • Performs research and data analysis to guide the Community Investment Department's business strategy development in order to optimize program administration, mitigate risk and ensure regulatory compliance. Participates in the development of FHLBank's annual program and policy documents, including the Community Lending Plan, AHP Implementation Plan and Community Investment Products Policy.
  • Supports other affordable housing and economic development programs offered by FHLBank Pittsburgh, as requested. Ensures compliance with applicable policies, procedures and regulations to ensure safe and sound business operations.

Required Experience

  • Bachelor's degree in Finance, Business, Economics, Urban Planning or related major; housing development training certificate from
  • NDC or equivalent organization is preferred
  • Five or more years experience in banking, housing or economic development with at least three years in affordable housing;
  • Previous Low Income Housing Tax Credit experience and/or experience underwriting complex real estate transactions strongly preferred
  • Excellent analytical, critical thinking, and administrative skills; demonstrable independent decision-making and problem-solving experience
  • Strong verbal and written communication skills
  • Experience with Tableau and/or other data visualization tools strongly preferred
  • Proficient in Microsoft Office, including Word, Excel, Access and PowerPoint; ability to create and modify databases and complex spreadsheets

Candidates with three or more years of experience will be considered for an alternative role and will have less approval authority.
