Senior Country Operations Manager
Job Description
MAIN PURPOSE OF JOB:
The Senior Country Operations Manager is responsible for overseeing operational functions, managing project closeout including asset disposal and managing procurement activities to ensure efficient and compliant support for the organization’s programs. This role requires strategic planning, vendor management, and adherence to procurement policies, as well as leading operational improvements to meet organizational goals.
Major Activities / Responsibilities:
General Responsibilities:
- Develop and implement effective operations management systems for office management, local procurement, fleet management, logistics, consultant and subcontractor administration, and other relevant functions, ensuring compliance with local laws, MSH policies, standard operating procedures, and donor requirements.
- Lead and oversee operations functions by aligning staffing and systems with country projects and available resources, ensuring timely, cost-effective, and high-quality administrative and support services for all MSH country-based projects and activities.
- Ensure that all MSH in-country projects receive consistent, efficient, and high-quality operations and administrative support, fully compliant with local laws, available resources, and regulations, and maintaining strong internal controls, adherence to contracts/awards, and MSH policies and standard operating procedures.
- Actively participate in regular management team meetings and attend other relevant meetings related to operations activities.
- Coordinate internal and external operations activities, work closely with the finance team on financial or program reviews and audits, and ensure prompt follow-up on findings and recommendations related to operations, in collaboration with other departments.
- Focus on capacity building for team members, fostering continuous growth and development.
- Ensure the Visa and work Permit for TCN are done on time.
Operations:
- Ensure robust internal controls are established for operational systems, and that all staff in the country are fully aware of and adhere to the MSH Code of Conduct and MSH’s Zero Tolerance policy.
- Support the Finance and Administration Director in conducting regular and comprehensive risk assessments in-country, while monitoring the effectiveness of risk mitigation and control measures.
- Ensure proper segregation of operational duties across all MSH offices in the country and manage the operational aspects of the project closeout process.
Facility Management:
- Oversee the management of MSH offices and facilities, ensuring a safe, efficient, and conducive working environment for all staff.
- Supervise general office services, including security personnel, cleaning services, and other essential facilities management.
- Manage Information Services to support operational needs and ensure smooth information flow.
- Oversee property and asset management, ensuring proper maintenance, tracking, and compliance with organizational policies.
- Lead and manage the coordination with USAID and other stakeholders in project closeout and asset disposal
Fleet management:
- Oversee insurance, inspection, registration, and operations for all MSH vehicles in-country.
- Plan and manage vehicle maintenance to ensure optimal performance.
- Recruit, train, and monitor the performance of drivers.
- Analyze and track vehicle and fuel usage, reporting any discrepancies or issues.
- Schedule fleet usage in accordance with MSH policies.
Logistics:
- Coordinate and oversee all travel logistics for MSH in-country travel.
- Manage and monitor lodging and transportation arrangements, including those for participant training, study tours, in-country events, and workshops.
Procurement Management:
- Develop and implement procurement strategies that align with the organization's goals.
- Manage the entire procurement cycle, including sourcing, evaluation, negotiation, and contract management.
- Maintain a vendor database and establish long-term partnerships with reliable suppliers.
- Ensure all procurement activities are transparent, competitive, and compliant with policies and donor requirements.
- Monitor market trends to secure the best value for goods and services.
QUALIFICATIONS
REQUIRED MINIMUM EDUCATION:
- Master’s degree in business operations and/or administration, financial management, or other relevant discipline plus Eight (8) years of progressive experience managing operations.
REQUIRED MINIMUM EXPERIENCE:
- Eight (8) years of progressive experience managing operations
- At least four (4) years management experience, preferably in Afghanistan
- Comprehensive knowledge of US Government funded programs, regulations and requirements
- Demonstrated success and familiarity in Afghanistan
