About the team:
The BlueLabs Civic Technology practice revolutionizes the way government agencies use data to streamline operations, interact with citizens, and react to their biggest challenges. Our team develops deep expertise within the areas our clients care about most, then builds data analytics systems that create impact at scale. We work closely with internal government innovation groups, and build on the analytics methodology pioneered in e-commerce, advocacy, politics, and consumer finance.
You will work on a fast-paced, impact-driven project team charged with intelligently improving the operations powering the policies and programs that Americans interact with on a daily basis. Our work builds the frameworks and infrastructure that allows agencies to deal with big public health challenges. We bring definition to challenging problems, creatively identify data sources, then design analytics that accurately measure impact and move the needle every day. We work in changing, ambiguous environments, so we embrace nuance, inclusivity, and complexity to deliver programs that work for the diverse groups of individuals who rely on us.
About the role:
The Senior Data Analyst I will play a critical role in supporting the development of public-facing and internal websites for the federal government's human resources and personnel policy agency in collaboration with our partners. This person will be responsible for coordinating efforts relating to UX design and communicating qualitative user research to the team. The ideal candidate has experience working in a cross-functional team of partners where they have been responsible for tracking and analyzing key web user behavior metrics.
In this position you will:
- Analyze data from disparate data sources to distill human-centered operations and processes into meaningful insights.
- Participate in user research activities and identify qualitative improvements to the user experience of the site.
- Configure web analytics using Google Analytics for a patient and benefits portal used by millions of Americans, and disseminate the results.
- Design approaches to evaluate success of program initiatives, such as designing A/B tests or other quantitative evaluation techniques as the team requires.
- Monitor and disseminate analytical results to project stakeholders.
- Participate in user research activities and identify qualitative improvements to the user experience of the site.
- Think strategically about data analysis and UX to create systematic methods of measuring behavior across complex systems and technical implementations.
- Develop KPIs and metrics that address root problems and develop compelling visualizations to allow clients to easily understand challenges and take a clear action.
- Check, clean and transform incoming data for data pipelines.
- Collaborate with engineers, data scientists, program managers and external stakeholders to troubleshoot problems and proactively create solutions.
- Act as BlueLabs' primary representative on a team comprised of various external partners.
- Strive to support team excellence by developing high quality documentation.
What we are seeking:
- Bachelor's degree in a quantitative field or equivalent technical training or experience.
- 2+ years of experience working with structured/unstructured data.
- Proficient understanding of how to manipulate data using SQL and/or Python.
- Proficiency in one or more general or statistical programming languages such as Python, Ruby or R - and/or interest in learning new ones.
- Experience utilizing the results of an analysis to tell a story through visualization, presentation, and writing.
- The ability to communicate with partner stakeholders, anticipate their questions, interface with technical and program experts, and maintain objectivity in how you approach their unique challenges.
- Experience supporting a web or mobile application team with data analysis or UX research is preferred but not required.

While we are looking for someone to work within a hybrid environment in the Washington DC area, we are also open to considering remote candidates who are the right fit for this role.
