Founded in 2004, Brilliant Corners provides innovative housing and housing-related services to California's most vulnerable individuals, with an emphasis on those transitioning from, or at risk of, homelessness or institutionalization. We develop, own, and manage multi-family supportive housing and licensed residential care homes. We implement a broad array of scattered-site, one-on-one supportive housing, and clinical case management programs through partnerships with developmental services, homeless services, veterans' services, and health care sectors.

POSITION SUMMARY
This Senior Data Scientist role will be contracted with DHS as part of our partnership in the Housing for Health program.
Housing for Health was founded in 2012 to provide housing and services to patients who frequented County public hospitals
and were homeless. The program has grown to now provide a full continuum of services to clients, from street outreach to interim housing to permanent housing, with case management, benefits advocacy, and clinical services layered across all service categories. Housing for Health maintains its core ethos and founding principles of improving the health and quality of life of the most vulnerable homeless individuals in L.A. County. Community Programs is a program office within Health Services Administration, a division under the Los Angeles County Department of Health Services (DHS). In addition to other responsibilities this position will be responsible for building out a SQL database and supporting a team of analysts who will be reporting out of that database.
ESSENTIAL FUNCTIONS
- Leads the development and application of methods to identify, collect, process, organize, and analyze structured and unstructured data
- Effectively communicates results to County, departmental, and divisional decision makers and provides ongoing support to strengthen data-driven program design and management
- Works collaboratively with both technical and nontechnical partners to develop and complete large-scale projects in response to identified business needs
- Coordinates and contributes to complex projects that require using advanced methods of data science such as cloud-based data design; data extraction, transformation, and loading; statistical analysis; data visualization; automated dashboards, and other data science products into production
- Collaborates with division, departmental, and countywide stakeholders to solicit, define, and manage highly complex data science projects from conception through implementation; ensures that projects result in actionable insights and recommendations that can be used to support business decisions
- Provides technical oversight to small teams of Data Scientists and Predictive Data Analysts as necessary to ensure project success
- Presents their findings to technical and nontechnical stakeholders to support data-driven program design and management; and provide and/or delegate ongoing consultation services to client programs to assist with implementing recommendations as necessary
- Regularly manages special projects and assignments, such as ad-hoc department reporting and program analyses
- Able to apply advanced methods of data science to identify new and emerging business problems within their assigned units and may lead project teams of Data Scientists and other analyst staff
- Ensures that relevant processes and procedures are rigorously documented
- Convenes and facilitates discussions with stakeholders to design and implement tools and reports
Requirements
Job Qualifications
The ideal candidate has experience working directly with a client-centric relational database. They have very strong technical knowledge and are comfortable leading complex build outs within a SQL database. They are an expert with a variety of analytical tools and have taken the lead on projects where the best path forward is unclear.
Education/Experience
Option I: Two (2) years of experience carrying out complex data science projects that included independently developing and applying methods to identify, collect, process, structure, and analyze data using statistical prediction, inference, and optimization to support data-driven program design and management, at a level equivalent to the Los Angeles County class of Data Scientist.
Option II: A Bachelor's degree from an accredited college or university in a field of applied research such as Data Science, Machine Learning, Mathematics, Statistics, Business Analytics, Psychology, or Public Health that included 12 semester or 18 quarter units of coursework in data science, predictive analytics, quantitative research methods, or statistical analysis

Six (6) years of experience, including two (2) years in a lead capacity, applying and overseeing the application of machine learning, predictive analytics, data management, and hypothesis-driven data analysis to make actionable recommendations to support program, policy, and operational decision-making. A Master's or Doctoral degree from an accredited college or university in a field of applied research such Data Science, Machine Learning, Mathematics, Statistics, Business Analytics, Psychology, or Public Health may substitute for up to two (2) years of experience.
Certificates/Licenses/Clearances
- Successful clearing through the Live Scan process with the County of Los Angeles.
WORK ENVIRONMENT
Hybrid. Currently 1 day per month required in-office (Downton Los Angeles), may eventually increase up to 1 day per week max.
Otherwise Remote Work with a set schedule.
This contracted position will terminate after 24 months.
