Senior Director, Counsel - Legal Policy and Strategy
Job Description
This is an exciting opportunity within Lilly's Legal Policy and Strategy group, reporting to the Senior Vice President, Deputy General Counsel - Legal Strategy and Policy. We are looking for an experienced attorney with deep public policy, legislative, regulatory, litigation, and advocacy experience who will work to engage internally and externally to support priorities across all Lilly business unit and functions. The Legal Strategy and Policy group brings together expertise in law, policy, patient advocacy and professional relations, environment shaping and communications to advocate for a legal and administrative environment that supports innovation and ensures that patients can access the medicines they need without undue legal or regulatory impediments.

Responsibilities:
- Read, analyze, and communicate the commercial and legal implications associated with new and emerging laws, rules, regulations, and guidance affecting the biopharmaceutical industry
- Develop Lilly legal policy positions and strategies related to emerging laws, regulations or industry trends and draft materials related to same
- Draft or review communications, policy positions, comment letters, draft legislative text, and related materials on priority issues for Lilly
- In conjunction with other Lilly functions, engage as needed with state and government agencies to educate on practical implications of specific policies or laws
- Provide as-needed legal counsel to Corporate Affairs, Government Affairs, Regulatory Affairs and other functions related to legal policy and strategy priorities or litigation related to policy objectives
- Build and maintain relationships with key Lilly constituencies
- Serve on internal and external (e.g., BIO, PhRMA) work groups to ensure the organization's legal policy interests are aligned and advanced
- Maintain engagement with key external parties and entities, including counterparts at other companies in the industry, key government agencies, and outside policy and counsel network
Basic Qualifications:
- Bachelor's and J.D. degrees
- Active license to practice law or eligible to reactivate license
- A minimum of 5 years of experience as a practicing attorney, including at least 3 years of experience in areas of policy, agency practice, or legislation
- Experience with state and federal healthcare programs (e.g., Medicare, Medicaid, 340B, Federal Supply Schedule), FDA, FTC, patent law and practice, and fraud and abuse laws (e.g., AKS and False Claims Act)
- Qualified candidates must be legally authorized to be employed in the United States. Lilly does not anticipate providing sponsorship for employment visa status (e.g., H-1B or TN status) for this employment position
Additional Skills/Preference:
- Prior trade association or government experience
- Demonstrated leadership and effectiveness in working with senior leadership
- Highly motivated and collaborative partner with strong interpersonal skills and the ability to work effectively with team members, other lawyers, and members of management across all levels of the company
- Good judgment and meticulous level of attention to detail
- Excellent written and verbal communication skills with an ability to influence others
- Demonstrated ability to appropriately handle highly confidential information
- Demonstrated dedication to expand knowledge and adapt to a changing environment
