The EquitableGrowth, Finance, and Institutions Practice Group

The Equitable Growth, Finance, and Institutions Practice Group (EFI) is one ofthe World Bank Group's four Practice Groups. EFI's mandate is "Growth, Finance,and Institutions for all." Our approach is to leverage public and privatesector expertise, together with the International Finance Corporation (IFC), tosupport a data-driven reform agenda. EFI supports clients in advancingevidence-based structural reforms to build the foundations for inclusive andsustainable growth.

EFIis composed of four Global Practices (GPs), the Prospects Group, and CGAP:

The Macroeconomics, Trade and Investment (MTI) GPprovides broad macroeconomic analysis in support of countries' economicprograms, including the analysis of macro-financial risks, and macroeconomicmodelling services to the rest of the WBG. MTI supports sound fiscal frameworksand fiscal risk management as well as better institutions and capacity on debtmanagement to improve efficiency of public spending and bolster macroeconomicstability.

The Finance, Competitiveness and Innovation (FCI) GP, consisting of two directorates (the Finance directorate, and the Trade, Investment and Competitiveness (TIC) directorate) aims to support client countries to create an enabling environment in which financial stability, efficiency and firm-level solutions are provided in an integrated way to crowd in the private sector, support the creation of markets, and accelerate equitable growth.

The Governance GP (GOV) helps countries build capable, effective, accountable, transparent and inclusive institutions that deliver citizen-centric services, facilitate private-sector growth and build trust in government; and provides fiduciary support to all Bank operations.

The Poverty and Equity GP (POV) consists of micro, labor and development economists to build the evidence base, provide advice and operational support to ensure country policies and WBG interventions are inclusive.

The Prospects Group provides analysis on global economic and financial developments and their impact on emerging market and developing countries. It is responsible for the publication of the Global Economic Prospects report, the Commodity Markets Outlook and Global Monthly.

CGAP is a global partnership of more than 30 leading development organizations that works to advance the lives of poor people through financial inclusion.

Senior Economist

EFI is seeking a Senior Economist to join the EFI Operations Support Unit(EFIOS) as part of the Knowledge Management and Learning team based in Washington, DC. TheSenior Economist will work on KML initiatives across EFI, however, will focusparticularly on the POV and MTI global practices.

The EFIOS unit is responsible forsupporting EFI management and task teams to enhance the quality and impact ofEFI activities. The unit has three clusters: (i) corporate reporting, portfolioand strategy; (ii) knowledge management and learning; and (iii) trust funds andpartnerships.

DUTIES AND ACCOUNTABILITIES

The Senior Economist will be responsible to work with EFI global directors, practice managers and global teams to improve thequality of deliverables through the generation, capture, and dissemination ofknowledge. The selected candidate will engage with the Management Teams in the POV and MTI GPs in particular and serve as the lead for a small team of KML specialists focused on these practices. The goal will be to put in place arrangements to systematicallyensure knowledge from the regional and global operations is captured,transferred to clients, and applied to new EFI engagements.

Specific roles and responsibilities include but are not limitedto:
• Contribute to the design and development of the EFI Knowledge Management and Learning Strategy, in collaboration with EFI teams and working with the EFIOS colleagues.• Develop and implement innovative knowledge products, working with technical teams across EFI with a focus on macro-fiscal policy issues, debt, and poverty, among other topics.• Identify, draft and produce results stories and lessons learned from EFI operational work across strategic priorities areas: Debt. Jobs and Economic Transformation, Governance and Institution; Fragility, Conflict and Violence, Gender and Climate- Develop internal knowledge repositories and management of EFI websites on strategic thematic areas for use by WBG clients, partners and also task teams. • Work with global teams to identify, synthesize and draft key messages from analytical and operational work into various publications, KM products, and share through various dissemination, knowledge and technical events.• Lead production and dissemination of the GP business newsletters. Collaborate closely with the communications team on the dissemination and communication of knowledge products.• Ensure that knowledge and lessons from operations are captured and disseminated internally and externally.• Lead the preparation and delivery of technical, learning and training events including the preparation of the GP Knowledge Weeks, which are all-GP events including staff from global and regional teams. This will include leading all aspects of preparation for the events including setting the technical agendas with the GP Management, liaising with technical experts and speakers, interacting with external vendors, and managing overall event logistics.• Develop and roll-out internal processes, tools and adoption campaigns that support and improve the creation, curation and dissemination of critical knowledge.• Monitor usage and impact of knowledge activities. Design and analyze client surveys.• Work under the direction of EFIOS manager and guide and mentor junior staff.

Selection Criteria

This position requires:
• MA (or higher degree) in economics, public policy, finance, or a related field with a minimum of 8 years of relevant professional experience.• Strong analytical skills and relevant experience with a track record of delivering research and knowledge products. Demonstrated ability to support capacity building of clients to incorporate knowledge outputs into policy-dialogue.• Excellent written and oral communications skills, and a strong command of English, with an ability to convey complex ideas in an engaging manner with clarity, diplomacy and precision, and ability to tailor communications appropriately for different audiences.• Commitment to teamwork, knowledge-sharing, and working across sectoral and organizational boundaries.• Demonstrated experience working across multiple countries in diverse sectors, in developing multi-sector and/or country-level engagements;• Experience with designing, coordinating and promoting high level knowledge and learning events; production of publications, newsletters, and multimedia.• Proficient at knowledge dissemination and engagement approaches, tools and methodologies for planning, executing, and monitoring communication and information strategies, e.g., campaign management, social marketing, outreach tactics, knowledge dissemination, message targeting, etc.• Proven planning skills and meticulous attention to details, with experience in managing the organization of high-level meetings and events.• Knowledge of, and experience with, Bank corporate functions, processes and analytical tools.• Familiarity with EFI role and strategy a plus. WB operational experience also desired.
