The Independent Evaluation Group (IEG)is the organizational unit in the World Bank Group (WBG) providing evaluationand feedback on the development effectiveness of Bank Group activities inclient countries. IEG is independent ofWBG management and reports directly to the Board of Executive Directors, withday-to-day oversight by the Board's Committee on Development Effectiveness(CODE).
IEG's mission is to improvedevelopment results through excellence in evaluation. IEG is directlyresponsible for assessing programs and activities; making recommendations tohelp improve the Bank Group's development effectiveness; appraising the BankGroup's self-evaluation and development risk management systems; cooperatingwith the evaluation heads of other international financial institutions anddevelopment assistance agencies; and assisting developing countries to buildeffective monitoring and evaluation capacities, systems and associations. IEGalso aims to improving Bank Group's work by identifying and disseminating thelessons learned from experience.
IEG has two operational Departments;the Human Development and Economic Management Department (IEGHE), and theFinancial, Private Sector, and Sustainable Development Department (IEGSP) whichbetween them cover all the World Bank Group sectors, industries andcross-cutting areas. The Operational Departments are responsible for leadingthe evaluation of World Bank Group programs, projects and analytic and advisoryproducts as well as country strategies, corporate evaluations, and a sector andthematic evaluations across the World Bank Group.
The Economic Management and CountryPrograms Unit (IEGEC) is recruiting a SeniorEconomist to cover a variety of products, functions and themes.

Duties andAccountabilities:
The SeniorEconomist will contribute directly to IEG evaluations. This workwill include country level, thematic, sectoral and corporate evaluations. The successful candidate will oversee the validationof Implementation Completion Reports (from MTI, Governance and Poverty GlobalPractices). They will also lead or participatein Country Program Evaluations and thematic evaluations on topics falling underthe Equitable Growth, Finance and Institutions (EFI) Practice Group. (S)he will also be called upon to contributeto IEG corporate level tasks as needed, including reviewing and commenting onother evaluation work.
Under the direction of the UnitManager, the Senior Economist will havethe following primary responsibilities:
1. Lead, co-lead or participate inevaluations of country programs and strategies, and project-level or countrystrategy-level validations and evaluations.
2. Conduct and participate in corporateand sector/thematic evaluations, assessing the effectiveness of the institutionand the development effectiveness of World Bank assistance.
3. Serve as Coordinator for thevalidation of Implementation Completion Reports from MTI, Governance andPoverty Global Practices, providing quality control for ICRRs, building aroster of qualified consultants, andensuring service standards are met.
4. Disseminate the findings ofrelevant IEG evaluations to stakeholders both within and outside the WBG.
5. Contribute to the development of evaluationapproaches and methods, particularly those related to budget support operations.The Senior Economist will, among otherthings, contribute to design, test, and finalize guidelines, improvedissemination of relevant material, contribute workshops and events, andparticipate in networking with relevant stakeholders.
6. Set and uphold high standards ofquality and integrity for evaluations, contributing as appropriate todepartmental, group and cross-sectoral activities to help IEG pursue itsmission, including corporate responsibilities to peer review, disseminate, andcontribute in other forms to the development of IEG products.
Selection Criteria
Excellent macroeconomic knowledge and analytical skills -
* Solid academic background, with at least a Master's degree and eight years of professional experience in macroeconomics, macroeconomic policy making, or related fields across.
* Demonstrates command of macroeconomics, growth, trade, and fiscal and debt policy to inform evaluations and validations of WBG activities and products; ability to translate technical analyses into concrete and operationally relevant policy recommendations and lessons.
* Possesses Hands-on cross-country experience and knowledge of economic and public policy making in Emerging Markets and Developing Economies.
* Has direct experience working on development policy operations (DPOs) and major World Bank diagnostics and knowledge products. (Operational experience with budget support operations is required).
* Demonstrates ability to support findings/policy recommendations with credible analysis and tools.
* Has deep understanding of underlying statistical concepts and World Bank operational data and concepts.

* Possesses the competencies required to lead complex evaluations.
* Understands and applies the approaches, methods, and tools of development evaluation.
* Demonstrates substantive familiarity with policy and process of gathering relevant and accurate information and evidence for evaluating country programs and strategies.
* Upholds evaluation policy, procedure and standards, ensures high standards and professionalism, and independence.
Knowledge and Experience in Development
* Understands government policy making processes;
* Distills operationally relevant recommendations/lessons to clients and Bank Group management and staff;
* Translates technical and cross-country knowledge into practical applications and contributions to evaluations of country and sector strategies;
Policy Dialogue Skills
* Ability to confidently interact with clients at the policy level.
* Ability to identify and assess policy issues and play an active role in the dialogue with government officials and/or other stakeholders.
Communication and Interpersonal Skills
* Superior written and verbal communication skills in English with demonstrated ability to think strategically and synthesize complex issues (translated into effective oral and written briefs).
* Proven ability and flexibility to work simultaneously on a variety of tasks, meet deadlines, and provide quality outputs
* High degree of professional integrity, discretion, tact, and sensitivity in dealing with internal and external clients, colleagues and stakeholders at all levels. This implies and requires demonstrated maturity and sound judgment, attention to detail, and ability to convey complex messages succinctly and diplomatically.
* Strong interpersonal skills and ability to work effectively and efficiently as part of a team and to reach out to partners and other stakeholders to help IEG achieve high-quality results.
